En el año 2006, el presidente Hugo Chávez toma la decisión de retirar a Venezuela de la Comunidad Andina (CAN), argumentando que algunas medidas tomadas por otros países miembros estarían yendo en contravía de los valores de la integración andina. Por consiguiente, este ensayo tiene como propósito principal, exponer como el retiro de Venezuela del Acuerdo de Cartagena (El cual dio origen a la CAN), contribuyó al deterioro institucional presentado por la CAN casi desde su creación. De esta manera, no sólo se describirán las expectativas originales del Acuerdo subregional mencionado, sino también, las que lo deterioraron a los pocos años de su surgimiento (1974); estas últimas, llegaron a su máximo nivel de crisis para el convenio en el año 2006. Pues, para dicho año el resquebrajamiento institucional político-económico de la CAN, fue consecuencia directa del desequilibrio subregional político e ideológico de los presidentes que para el momento regían los países miembros del Acuerdo –fundamentalmente Hugo Rafael Chávez Frías-Venezuela–. In 2006, President Hugo Chávez decided to withdraw Venezuela from the Comunidad Andina (CAN), arguing that some measures taken by other member countries were going against the values of Andean integration. Therefore, the main purpose of the following essay is to explain how Venezuela's withdrawal from the Acuerdo de Cartagena contributed to the institutional deterioration of the CAN almost since its creation. For this reason, not only the original expectations of the aforementioned subregional Agreement will be described, but also those that deteriorated it a few years after its emergence (1974); The latter deepened or reached their maximum crisis level for the agreement in 2006. Being as, for that year the political-economic institutional breakdown of the CAN was a direct consequence of the subregional political and ideological imbalance of the presidents who at the time governed the member countries of the Agreement – above Hugo Rafael Chávez Frías-Venezuela.
