Accountability legal e fraudes em licitações municipais para compra de ambulâncias: o caso da máfia das sanguessugas

Legal accountability can be analyzed based on major cases of corruption. We have chosen to
verify its application based on the case of the Mafia of the Leeches, which occurred in various
municipalities of the Brazilian territory. Therefore, based on primary and secondary
quantitative data, combined with a qualitative analysis, this study sought to analyze the case
of the Mafia of the Leeches from the viewpoint of legal accountability, based on the
theoretical references that permeate the theme. The conclusion is that the performance of legal
accountability in the criminal sphere was practically null, in view of the time elapsed that led
to the statute of limitations, and therefore to impunity. On the other hand, in the
administrative sphere, the CPI of the Leeches produced considerably the expected effect: most
of those involved did not remain in their elected positions. Furthermore, the media effects of
the case were a consequence of the CPI, and should be considered significant in terms of
accountability results. Finally, in the civil sphere, the most persistent of the three spheres of
conviction, it was found that, despite the negative effects of the passage of time and judicial
delays, the results in the municipalities were significant and proved fruitful in the fight against
corruption. The study presented limitations due to the temporal data, deserving a deeper
analysis of the effectiveness of the convictions, especially regarding the administrative
improbity actions, which is suggested and expected to be carried out in future studies.
