Resumen
This work seeks to analyze digital adaptations from the adoption of the nonfacetoface work regime, adopted due to the SARSCoV2 pandemic, at the Secretariat of Central Deliberative Bodies (SODC), through the sociotechnical approach to innovation (multilevel, multiphase and multiactor). The actors involved were analyzed, as well as the regulations in force and those that emerged from the window of opportunity. In particular, the concepts of sociotechnical theory of innovation in public administration are referenced, analyzing the micro, meso and macro levels of the multilevel theory of sociotechnical innovation, as well as the concept of window of opportunity. As a methodology, an applied research was carried out, a case study. Still, a bibliographic review was taken, using already published materials as sources; documentary, analyzing legislation and institutional documents; and through a case study. As for the approach, it is a qualitative research, which sought to understand the phenomenon in its natural environment. For data collection, triangulation was used through different research instruments, namely, documental research and works already published in the area. Data were analyzed with the help of content analysis, organizing them based on predefined categories of analysis, to observe how existing relationships develop through the multiactor, multiphase and multilevel approach. Also from the triangulation of data, solutions were proposed to alleviate the problem. The present study found that technological innovations were fundamental for the continuity of the provision of public services during the pandemic period and pointed to the need to systematize the procedures for the transmission of knowledge in everyday practices.
