Resumen
The present research aimed to elaborate a Safeguarding Plan for the Intangible Cultural Heritage in the area of social uses, rituals and festive events, sub-area of festivals, in Cubijíes village, Chimborazo province. This work consisted of carrying out a spatial diagnosis of the territory using the 5-star methodology: Physical-spatial, Socio-cultural, Ecological-territorial, Economic-productive, and Political-Institutional. Then the registration of cultural events was carried out in four phases: approach phase, coordination phase, collection phase, and systematization phase, to determine the state of vulnerability of cultural manifestations. In addition, it was done through three factors: heritage, memory, and identy which will be weighted from 1 to 3 being 1 the lowest rating, 2 medium, and 3 high, finally the formulation of the safeguarding plan was started from the elaboration of the SWOT matrix to determine critical nodes and key success factors, in 4 moments: analytical, philosophical, strategic and operational, to proceed to the approach of programs and projects. The result of the spatial characterization determined that there are 4 localities within the village, also20 manifestations were registered which are divided into 12 vulnerable manifestations, 7 vulnerable current manifestations and 1 highly vulnerable manifestation, then the SWOT matrix was made highlighting that there are 60% of cultural manifestations that are in force so 7 critical nodes and 5 key success factors could be identified, to sum up, 2 programs with 3 projects could be developed for the transmission, dissemination, and promotion of the festivities in the village. Also, a safeguard plan should be carried out for those events that are in a vulnerable and highly vulnerable state. So it is recommended that the village can have economic support from entities such as MINTUR and INPC for the transmission and dissemination of the Intangible Cultural Heritage.
