Os mapas e as normas: da cartografia da exclusão às outras possibilidades do cartografar - o caso da Vila Acaba Mundo

From the case study of Vila Acaba Mundo, an underprivileged community in Belo Horizonte, Brazil, this thesis aims to identify the results of the impositions stemming from the use of maps taken as formal and the divergences resulting from the use of such instrument for the materialization of the norms therein, in order verify the consonance between what was established in the maps and the lived social space of the Vila. This structured of the paper of consists of: 1) History and critical reflection regarding cartographic production; 2) History of urban planning in Belo Horizonte and the villages and slums in the municipality, with emphasis on existing maps; 3) Vila Acaba Mundo and the action of the Polos de Cidadania Program; and 4) The cartography of exclusion, the use of the map as a legal norm and maps as a representation of a collective identity. Firstly, for the intended analyses, historical data was collected from the literature with reference to the cartographic production processes, in a broader manner, to better understand its emergence and transformations, as well as how this production came to be over the years, focusing specially on its authors. For the investigation regarding the urban planning of Belo Horizonte and the emergence of villages and slums, historical research was carried out based on developed studies and public material, in order to comprehend the approaches and the transformation processes. As for spatial examination of the Vila, a data collection was conducted on the plans and projects proposed for the study area and on the judicial proceedings and legal norms related to its region and its immediate surroundings, to identify conflicts when opposed to the lived social space of the community. From the comparative analysis of the cartographic and judicial material with the existing social dynamics of the place of study, a discussion was suggested concerning the existence of a cartography of exclusion. Subsequently, with all the data collected from the research, guidelines for the elaboration of counter-hegemonic maps for the Vila were proposed.
