Resumen
Advance in information and communication technologies, implies a significant change in society in the way consumers establish their contractual relationships in the field of trade and the market. The internet, electronic media and digital platforms became the tool for the exchange of goods and services among people. Their increasing use generates a necessary legal transformation for the resolution of electronic disputes. Colombia issued a consumer protection statute based on constitutional principles which applies to e-commerce on-line transactions and e-procurement. The role of web or contact portal administrators and their responsibility for guaranteeing consumer rights presents a legal vacuum for their effectiveness.
It is the consumer who is recurring to face the consequences of the contractual imbalance due to their economic capacity, for education and bargaining power in relation to the other players in business environment on technology platforms. The digital age incursion obliges states to adopt a harmonious and cross-border regulatory framework that produces security between the different actors involved there.
