The human factor is the most valuable asset of organizations, and the people managing the tool that maintains and improves the environment work, where human capital is in constant movement, either within the same company or with movement of entry and out of the organization, that is known as staff turnover, in effect, the rotation of public servers of the Executive branch of the Colombian public power entities is a pressing risk for public entities, both for the huge economic costs and due to the negative effects that it generates in the performance of the quality management system, impeding its proper functioning and causing non-compliance of the requirements of the system, And it`s in that stage where it is evident a reciprocal relationship between the phenomenon of the people rotation and the quality management system, which in the field of human talent management is analyzed as an organization problem.
