Resumen
The objective of this research is to diagnose the organizational culture of the National Hydrocarbons Agency, applying the methodology proposed by Cameron and Quinn (1999), based on the Competency Values model.
This research has a mixed approach, since data from different dimensions of organizational culture was collected through the application of the organizational culture questionnaire designed and statistically validated by Cameron and Quinn (1999), called Organizational Cultural Assessment Instrument (OCAI) .
The population object of the study was made up of a total of 220 collaborators from the National Hydrocarbons Agency, the analyzed sample was made up of all levels of the Entity.
Through the data obtained, The Current Culture, The Desired Culture and The Required Culture were determined, all are expressed based on four classes of generic cultures: a) Clan / Collaboration, b) Hierarchical / Control, c) Adhocracy / Creation and d) Market / Competitiveness.
The differences and congruences found, between the types of culture, identified the gaps compared to the current culture, the required and the desired one that facilitate the implementation and improvement of management systems to finally formulate the strategies that allow the closing of gaps.
