Resumen
In this document, the development and execution to the inhabitants of the Municipality of Viotá, Cundinamarca - Colombia of the methodological design by the alternate Nobel Prize winner for economics Manfred Max-Neef for Human Scale matrix of needs and satisfactions, is presented. Based on the results obtained, a development plan is proposed on a human scale, which can serve as input for the construction of the local development document in the next governments. This proposal incorporates, as an innovative contribution, the human development satisfiers that were identified by the community inhabitants in a highly participatory exercise. In addition to the previous approach, it was identified in economic terms that tourism is a satisfactory synergy that contributes to improving living conditions. This innovative contribution to endogenous local development incorporates like additional component to the study of development traditional sectors the human scale, aspect that has not been worked in Colombia still. For that reason, it is left to academic and scientific community of social sciences, this model like a suggested tool for grasp a closer view from the communities where the people are subjects of development in human terms and not objects.
