dc.description.abstract | Este trabajo busca implementar un mecanismo cooperativo de asignación o repartición estable de costos económicos entre la autoridad fiscal y monetaria en el contexto de la estabilización de la deuda pública con base en el juego diferencial lineal-cuadrático construido por Tabellini (1986). Esa asignación esta basada en el concepto-solución conocido como el valor de Shapley y se calcula haciendo uso del algoritmo creado por Petrosyan y Zaccour (2003). La importancia del algoritmo utilizado es que garantiza la estabilidad del acuerdo entre ambas autoridades en todo momento. De acuerdo a las ecuaciones que se obtuvieron de los parámetros, conjuntos e individuales, se asumieron dos escenarios: en el primero, ambas autoridades son igual de sensibles a los movimientos de la deuda en términos absolutos, y en el segundo, la autoridad monetaria no tiene en cuenta dichos movimientos de la deuda (banca central conservadora) pero la autoridad fiscal si. Los principales resultados son: (i) En el escenario uno ambas autoridades se reparten los mismos costos económicos. (ii) Y dicha asignación es intermedia con respecto a lo que perciben en el escenario dos donde la autoridad monetaria se le asigna menos costos que la fiscal (iii) bajo el escenario uno, ambas autoridades perciben menores costos económicos en el largo plazo si la diferencia entre objetivos individuales de política es menor. | |
dc.description.abstract | This paper seeks to implement a cooperative mechanism of allocation and distribution stable of economic costs between fiscal and monetary authorities in the context of public debt stabilisation. That allocation, it is based on the concept-solution known as Shapley value and it is compute using an algorithm made by Petrosyan and Zaccour (2003). The importance of the algorithm used is that it guarantees the stability of the agreement between both authorities in every moment. According to the equations computed of the joint and individual parameters, two scenarios were assumed: in the first one, both authorities are just as sensitive to debt movements in absolute terms, in the second one, monetary authority doesn't take into account such debt movements (conservative central banking) but fiscal authority does. The main results are: (i) In the first scenario, both authorities split the same economic costs (ii) And such allocation it is intermediate with respect to what they perceive in the second scenario where monetary authority is allocated with lower costs than fiscal authority. (iii) Under the first scenario, both authorities perceive lower economic costs in the long term if the gap between both individual policy targets is fewer. | |
