dc.description.abstract | The Government Chief Information Officer (GCIO) is responsible for the planning, implementing, and monitoring of Information Communication Technologies-based Government programs to achieve the organisational missions generating public value. Therefore the GCIO needs to develop technical skills and management skills to be at the executive level. In Colombia, Decree 415 of 2016 was issued to provide a framework for all public entities to have a GCIO that can execute plans, programs, and technological projects, aligned with the mission´s agencies, to support the generation of public value.
This final master's work aims to monitor the implementation of the Decree 415 of 2016 in public entities of the Meta Department. The research design of this final master's work was based on a descriptive study with a mixed approach; it was carried out in several phases: a systematic review of the literature was done; later, a sample of GCIO was designed; then, an interview was developed and applied. At last, the analysis and interpretation were carried out. In consequence, 24 of 29 GCIO answered the interview where it was found out that 42% of GCIO are under 25 years of age, 37.5 % has a bachelor degree in Computer Science and Systems engineering, they also have a postgraduate studies, 46% of them have been working in the public sector, and 66.7 % have under five years of experience being an information technology leader. As a result of monitoring the implementation of the GCIO, it was found out that 67% of the functions assigned to a GCIO are executed. It was also found out that 66,7% of the GCIO work as a provider service. However, other civil servants, who do not belong to the ICT area, are the ones who are the liaison with the Ministry of Information Technologies and Communications (MinTIC). Although GCIO is at the executive level of the entities (close to the mayor and the governor), there is no enough budget for IT projects; in consequence, it is hard to support the mission of their entities. | |
dc.description.abstract | El Government Chief Information Officer (GCIO) es el responsable de gestionar la información producto de la integración entre las tecnologías de la información y las comunicaciones (TIC) con la razón de ser de la entidad pública, por esto el GCIO debe tener habilidades técnicas, de gerencia y estar en el nivel directivo. En Colombia se expidió el Decreto 415 de 2016 para brindarle todas las herramientas a las entidades públicas de contar con un GCIO que pueda ejecutar planes, programas y proyectos tecnológicos para así apoyar la generación de valor público, por ello la necesidad de generar evidencia sobre el estado de implementación del decreto en las entidades públicas.
El objetivo general de este trabajo final de maestría es monitorear la implementación de la función GCIO en entidades públicas del departamento del Meta conforme al Decreto 415 de 2016.
El diseño de la investigación de este trabajo final de maestría se basó en un estudio descriptivo con enfoque mixto, que se realizó en varias fases iniciando por la revisión sistemática de la literatura, para seguir con la definición de la muestra y el diseño de la entrevista, posteriormente, se desarrolló la entrevista y con los datos obtenidos de la aplicación se realizó el análisis y la interpretación.
Para lograr el objetivo de este trabajo se estableció como muestra los GCIO de las 29 alcaldías y la Gobernación del departamento del Meta, de los cuales respondieron 24 GCIO. Se diseñó y aplicó como instrumento de recolección de datos la entrevista, con la aplicación de dicha entrevista se obtuvo el perfil del GCIO: personas con edades menores a 25 años (42 %), profesionales en ingeniería de sistemas (37,5 %) y especialistas (37,5 %), con experiencia profesional (37,5 %), en el sector público (46 %) y en cargos como GCIO o líder tecnologías de la información (TI) (66,7 %) menores a cinco años. Como resultado del seguimiento de la implementación del GCIO, se encontró que el 67% de las funciones asignadas a un GCIO se ejecutan. También se encontró que el 66,7% de los GCIO trabaja como proveedor de servicios. Sin embargo, otros servidores públicos, que no pertenecen al área de TIC, son los que hacen de enlace con el Ministerio de Tecnologías de la Información y las Comunicaciones (MinTIC). Aunque el GCIO está en el nivel ejecutivo de las entidades (cercano al alcalde y al gobernador), no hay presupuesto suficiente para proyectos de TI; en consecuencia, es difícil apoyar la misión de sus entidades. | |
