This work evaluates the performance of the human resources of two institutions of higher education: a public and a private university, comparing the profile and performance. As specific objectives, they were defined to characterize the human resources profile; to measure the human resources performance of the researched institutions; to identify the factors that motivate or not the performance; to investigate the influence of the stability factor in the human resources performance of the public university. A quantitative research was accomplished through a multicase study. The instruments of collection of chosen data were the questionnaire and the interview. The work is divided in three chapters: Human resources: effectiveness of the organizations; Methods and techniques and Results and discussion. It was concluded that the stability is a negative factor when it generates and positive accommodation if well conducted, being motivation factor. For the human resources of the private institution, the larger motivation for the performance comes from the training and for the public institution it comes from the remuneration. The lack of motivation is the main responsible factor for a less satisfactory performance for the private university; in the public, the main factor of the lack of motivation is the flaw in the sources of information and communication. It remains the proposal of accomplishment of future researches, including other universities and university campi of the area of the west frontier region of Rio Grande do Sul, State.
