The aim of the General System of Social Security in Colombian Health (SGSSS, for Spanish acronym) reforms are to generate greater accessibility, coverage and create greater solidity, stability and guarantee for the provision of health service to the general population, mainly to guarantee the right fundamental to health. Structured interviews were used to compile the functioning, actors, functions and interrelations of the SGSSS, thus identifying the fragmented points in the relations described, taking as reference point Law 100 of 1993. It was found that the EAPB, IPS, users / affiliates and the Ministry of Health and Social Protection were evidenced as the most influential actors in SGSSS; while the functions of monitoring, control and access to health services are necessary for the proper development of the health system in Colombia. The interrelations between actors and what the Law regulates, is fundamental for the provision of the health service. Therefore it is necessary to increase the knowledge to the actors of the functions and to the society on the operation of the SGSSS, so that the health is a benefit for all.
