Influencia de la cooperación descentralizada en procesos de crisis humanitarias y rehabilitación. Estudio de caso: Cités Unies France en Haití (2010-2015)

This article aims to analyze the influence of Reconstruction Project of Public and Institutional Capacity, implemented in Haiti by local authorities in the regions of Palmes and Grande Anse, with the support of Cités Unies France after the earthquake of 2010. This will be done reading the he Local Generalist Approach and the concept of Decentralised Cooperation (CD), which defines the main actors to local authorities and civil society, who are players in local development processes on its territory. From the above, by reviewing policies rebuilding schools and capacity building of local governance, and the use of information analysis and interviews with stakeholders, seeks to ascertain whether a change was achieved in the vision on the cooperation of the actors involved and their level of participation in the creation of territorial development projects.
