Los flujos migratorios provenientes de Siria y la ex-Yugoslavia hacia Alemania en la construcción de políticas de refugio y migración por asilo en la Unión Europea (1997- 2013)

This academic article analyzes the impact of migratory flows from Syria and the former Yugoslavia to Germany in the construction of joint security measures about refuge and asylum in the European Union between 1997 and 2013, now gathered around the Dublin system. In the background, this analysis highlights how States act through Intergovernmental Organizations based on the theory of Liberal Intergovernmentalism. Finally, the German case shows that the intergovernmental management model seems to prevail even today, noting the limitations of the European integration process, the prevalence and adaptability of national interests in multiple international politics today.
