| dc.description | In this closing report of investigation, the problem is indicated reason for the investigation, which mentions How the Participative Budget becomes Instrument of the Local Sustainable Development?, under criteria of Transparency, Efficiency and Sustainability, having like main axis the citizen participation. The objective is: It is to demonstrate like through the participation-combination: representative democracy (election of political authorities) and direct democracy of voluntary and universal character the no longer single citizenship chooses to its authorities but that also decides, by means of its active and direct participation in the formulation, control and control of the Municipal Participative Budgets. In that participative context, at the moment, the neighbors exercise “in fact” their citizenship. The methodology was used in where two fields of the local public management exist: (i) on the participative experiences before the 2003, year in which the Participative Budget institutionalizes (Law Nº 28056), and (II) on the experiences within the legal frame of the Participative Budget; being used the classic design: “BEFORE” – “AFTER” that it has made possible to measure the participative progresses of the society. In the results of the investigation one visualized that the participation of the neighbors in the processes of Municipal the Participative Budget, has generated a new relation Been – Civil Society, which at the present time allows them: (i) to raise and to crystallize its priorizaciones of public investment and (II) to obtain transparency in the use of the resources public. One concludes that municipal the Participative Budget has become a key instrument of management by results, therefore bases fundamental for the sustainable local development and the construction of a participative citizenship with identity with the territory, with access in the decision making within a healthy exercise of its rights and duties. | |
| dc.description | En este informe final de investigación, se indica el problema motivo de la investigación, el cual menciona ¿Cómo el Presupuesto Participativo se convierte en Instrumento del Desarrollo Sostenible Local?, bajo criterios de Transparencia, Eficiencia y Sostenibilidad, teniendo como eje principal la participación ciudadana. El objetivo es: Es demostrar como a través de la participación-combinación: democracia representativa (elección de autoridades políticas) y democracia directa de carácter voluntario y universal- la ciudadanía ya no solo elige a sus autoridades sino que también decide, mediante su participación activa y directa en la formulación, control y fiscalización de los Presupuestos Participativos Municipales. En ese contexto participativo, actualmente, los vecinos ejercitan “de hecho” su ciudadanía. Se utilizó la metodología en donde existen dos campos de la gestión pública local: (i) sobre las experiencias participativas antes del 2003, año en que se institucionaliza el Presupuesto Participativo (Ley Nº 28056), y (ii) sobre las experiencias dentro del marco legal del Presupuesto Participativo; utilizándose el diseño clásico: “ANTES” - “DESPUËS” que ha posibilitado medir los progresos participativos de la sociedad. En los resultados de la investigación se visualizó que la participación de los vecinos en los procesos del Presupuesto Participativo Municipal, ha generado una nueva relación Estado - Sociedad Civil, lo que en la actualidad les permite: (i) plantear y cristalizar sus priorizaciones de inversión pública y (ii) lograr transparencia en el uso de los recursos públicos. Se concluye que el Presupuesto Participativo Municipal se ha convertido en un instrumento clave de gestión por resultados, por tanto base fundamental para el desarrollo local sostenible y la construcción de una ciudadanía participativa con identidad con el territorio, con acceso en la toma de decisiones dentro de un sano ejercicio de sus derechos y deberes. | |
