| dc.description | Resumo: O tema desta Tese de Doutorado compreende uma análise da política de petróleo no Brasil, com vistas ao regime de partilha no pré-sal. A questão orientadora da pesquisa consistiu de indagar se a escolha por esse regime regulatório integra uma estratégia desenvolvimentista mais abrangente. Com a finalidade de responder a esta questão foram investigados os nexos entre a atual política de petróleo em questão e os respectivos conjuntos ideacionais formadores do paradigma desenvolvimentista atual: o novodesenvolvimentismo e o social-desenvolvimentismo. Dessa forma, se estabeleceram quatro objetivos principais. O primeiro deles, em investigar o regime de partilha de produção ¿ o considerando um regime contratual entre governo e empresa/consórcio ¿ no conjunto do regime regulatório brasileiro. Tal abordagem consistiu em situar o regime de partilha tanto no momento atual ¿ em que coexiste com o regime de concessão e a cessão onerosa ¿ quanto na trajetória da regulação petrolífera no Brasil ¿ na qual consistiu na quarta etapa, cujo marco inicial abre-se a partir da lei 12.351 de 2010. O terceiro objetivo consistiu em compreender e interpretar ¿ à luz das preocupações da pesquisa ¿ tanto o social-desenvolvimentismo quanto o novodesenvolvimentismo. Por fim, o quarto e último objetivo consistiu em verificar os nexos entre as ideias desenvolvimentistas em tela e o regime de partilha enquanto formulação de política pública. | dc.description | Abstract: The issue of this PhD Thesis concerns a Brazilian oil politics analisys observing the pre-salt productiong sharing agreements. The guiding question of research consisted ask for if the choice by this regulation regime it's part of a developmentalist strategy which encompasses it. In order to answer this question, we investigated the links between the current oil policy in question and the respective ideational groups that form the current development paradigm: the new-developtmentalism and social-developtmentalism. In this way, five mais objectives were established. The first one was to investigate the production sharing regime - considering a contractual regime between government and company / consortium - within the Brazilian regulatory regime as a whole. This approach consisted in situating the regime of production sharing agreements both in the current moment ¿ in which it coexists with the concession regime and the onerous assignment ¿ and in the trajectory of the oil regulation in Brazil ¿ in which it consisted of the fourth stage, the initial framework of which starts with Federal Law 12.351 of 2010. The third objective was to understand and interpret ¿ under the watch of research concerns ¿ both social-developmentalism and new-developmentalism. Finally, the fourth and final objective consisted in verifying the links between the developmental ideas before highlighted and the production sharing agreements regime as a public policy formulation.
