El impacto de la prescripción tributaria en la recaudación tributaria municipal de entidades ediles, Lima 2021

en la recaudación tributaria municipal de Entidades Ediles, Lima 2021. Se efectuó a la
luz del paradigma Interpretativo con el enfoque cualitativo, diseño fenomenológicohermenéutico, nivel descriptivo y de tipo básico. Fueron nueve los participantes
(funcionarios y trabajadores ediles, especialista, abogado y usuarios) a quienes se les
aplicó la técnica de la entrevista, cuyo instrumento fue una ficha de entrevista
semiestructurada. Las categorías fueron: prescripción (subcategorías: obligación
tributaria, plazo y normativas tributarias) y recaudación tributaria (subcategorías:
impuestos municipales y tasas municipales). Los resultados fueron analizados de
forma manual considerando categorías y códigos. De acuerdo a los resultados y
conclusiones se tiene que la prescripción tributaria en las municipalidades está
generando limitaciones en la recaudación tributaria. La prescripción tributaria es
distinta entre uno y otros municipios; a ello se suma la carga laboral de los funcionarios
lo que incide en la poca exigibilidad que se da al cobro de deudas en el plazo de cuatro
años; una vez que la deuda pasa de este periodo es muy difícil su respectivo cobro lo
que genera afectación a la recaudación tributaria y, en consecuencia, hay también
afectación a la comunidad en general por cuanto el municipio se ve limitado
económicamente para realizar acciones que beneficien a la población.
