Fortalecimiento e implementación de programas de RRSS por medio de segregación en la fuente y recolección selectiva - Cercado de Lima.

Resumen
Una Gestión ecoeficiente municipal considera a los residuos sólidos como un recurso
y su aprovechamiento como una actividad rentable ecológica y económicamente.
Significa un cambio radical en el enfoque de manejo de residuos que pasa de ser
recolectados para la disposición final a segregarlos para su utilización como materia
prima en diferentes procesos productivos limpios incluidos la generación de energía.
De acuerdo al Plan de Incentivos a la mejora de la Gestión Municipal Ley Nº 29332 y
el D.S 004-2012- MEF el cual indica que debe implementar los programas de
segregación en la fuente y recolección selectiva.
Con tal motivo se realizó el proyecto denominado: “Fortalecimiento e
Implementación de Programas de RRSS por medio de Segregación en la Fuente y
Recolección Selectiva-Cercado de Lima”, incorporándose al sistema a las
asociaciones de recicladores, esto en marco a la norma de incorporación y
formalización de recicladores y la Ley Nº 24919 Ley que regula actividad de los
recicladores.
Para realizar el programa se realizó un piloto en las Unidades de Vivienda UV3 y UV5
conformada por 3607 viviendas.
En el piloto se contó con la participación de la Municipalidad de Lima, 10
Recicladores formalizados, 4 estudiantes de las facultades de Ing. Sanitaria e Ing.
Ambiental que hicieron de promotores ambientales y los vecinos y líderes de los
comités de las juntas vecinales.
Los beneficios serán ambientales, sociales y económicos.
• Ambiental: Mejora de la calidad de vida de la población a través de la
conservación y mejora del ambiente, debido a la reducción de la cantidad de residuos sólidos que tiene como destino final a los rellenos
sanitarios, lo que incrementa la vida útil de estos. Además de la reducción en el
consumo de recursos naturales y energía, al reinsertar los residuos reciclables
en el proceso productivo.
• Sociales: Mejorará la calidad de vida de la población porque estará
concientizada y sensibilizada. Así mismo los líderes capacitados difundirán las
buenas prácticas ambientales de la segregación.
Se evitarán enfermedades producidas por el alto índice de contaminación en las
calles.
• Económicos: Ahorro municipal en los costos por transferencia y disposición
final de los residuos sólidos. Generación de inclusión social a través de puestos
de trabajo dignos para los recicladores organizados. Se estima un ingreso de S/
283,302.00 Nuevos Soles que influirán en el pago de arbitrios de los vecinos
participantes del programa UV3 y UV5.
El Programa contempla un presupuesto de S/. 33,216.00 nuevos soles. A municipal eco-efficient management considers solid waste as a resource and its
use as an ecologically and economically profitable activity. It means a radical
change in the approach to waste management that goes from being collected to the
final disposal to segregate them for use as raw material in different clean
production processes, including the generation of energy.

To carry out the program, a pilot was carried out in the UV3 and UV5 Housing
Units, made up of 3607 homes.
The pilot had the participation of the Municipality of Lima, 10 formalized
Recyclers, 4 students from the Faculties of Sanitary Engineering and
Environmental Engineering who made environmental promoters and the
neighbors and leaders of the committees of the neighborhood boards.

the conservation and improvement of the environment, due to the reduction of
the amount of solid waste that has as final destination landfills, which increases
the useful life of these. In addition to the reduction in the consumption of
natural resources and energy, by reinserting recyclable waste into the
production process.
• Social: It will improve the quality of life of the population because it will be
aware and sensitized. Likewise, trained leaders will disseminate good
environmental practices of segregation.
