Resumen
Se realizó un estudio de investigación el cual tuvo como propósito determinar el Sistema
de Gestión de Seguridad y Salud para reducir los riesgos laborales en obras de
infraestructura vial especialmente en las entidades públicas a través del Manual para
IPERC. En primer lugar, se procedió al análisis del marco legal vigente para determinar
nuevas disposiciones normativas, el cual se adaptó determinados principios teóricos de la
Norma ISO 45001:2018 y complementándolo con la ISO 31000:2018. Seguidamente, se
planificó adecuadamente el Sistema de Gestión de Seguridad y Salud teniendo como base
los procesos para determinar los riesgos y oportunidades. Por consiguiente, se evalúo el
desempeño de seguridad y salud para prevenir los riesgos laborales optando por calcular
el riesgo residual con enfoque a la mejora continua por parte de la auditoría interna y así
comprobar la eficacia del control operacional. La metodología de la investigación es
deductiva, el tipo es descriptivo - aplicativo y el diseño es no experimental. Finalmente,
se realizó previamente una evaluación inicial de la situación actual de la entidad
utilizando la lista de verificación de la Resolución Ministerial N.º 050-2013-TR, por lo
que se obtuvo el 52.08%, siendo valorado como “regular” a diferencia del resultado de la
evaluación final respecto a la mejora del sistema, obteniendo una valoración del 77.51%,
siendo este “aceptable” según el nivel de cumplimiento de los requisitos de la lista de
verificación, lo que representa un incremento significativo del 25.43%, mejorando la
prevención de riesgos laborales dentro del plan de SST.
