El propósito de ésta investigación se centró en hacer un análisis sobre la Creación, Preparación, Formación y Especialización del miembro de la carrera policial que la ciudadanía necesita, con el Perfil Ideal para ofrecer un servicio de calidad, y que pueda responder y resolver todos los problemas de inseguridad y de aplicación de justicia, ya que es una necesidad inminente que urge implementar en nuestro país; El incremento de la violencia y el crimen en el país, se extiende en forma acelerada. Cada día la brutalidad de los asesinos contra las víctimas se hace más evidente, rodeando a cada crimen o asesinato de las más bestiales muestras de salvajismo. Se vive en una sociedad marcada por la inseguridad.
