La Agencia de Desarrollo Estratégico Local Santa Rosa de Copán (ADELSAR) fue creada como una entidad autónoma y privada. Actualmente es una herramienta de gestión que impulsa y facilita el desarrollo de proyectos que estén contemplados en el Plan Estratégico Desarrollo del Municipio. Desarrolla el papel de un espacio de concertación entre la Corporación Municipal, la Comunidad Organizada y la Empresa Privada. También, busca involucrar a la ciudadanía y empresa privada, bajo un enfoque de corresponsabilidad ciudadana en la ejecución de iniciativas que desarrollen el municipio. El principal enfoque de ADELSAR son las diecisiete instancias ciudadanas que componen la junta directiva, estas instancias son las que en su mayoría traen ideas de proyectos. La agencia vela por que se cumplan las condiciones necesarias para que estas ideas se pongan en marcha. El área de trabajo en la que se fue asignada es asistente de la unidad de formación y evaluación de proyectos siendo esta el área de la Agencia que atrae la mayor cantidad de ingresos. Desde esta unidad se generan proyectos a nivel de ciudad y alrededores en colaboración del gobierno local o por medio de cooperación internacional. Las formaciones que se ofrecen van directamente dirigidas a las empresas, haciendo estudios de sus necesidades para poder brindarles capacitaciones que se adecuen a las exigencias de estas. En todo momento se tiene compañía, apoyo y supervisión de la coordinadora de la unidad, ella asigna tareas secundarias a las principales y es quien se encarga de revisar los avances. El canal de comunicación dentro de la Agencia se establece en un nivel inferior a la coordinadora de unidad, luego al administrador de la agencia y como máxima instancia al gerente. Las actividades que se fueron asignadas como asistente de la unidad han sido: detectar a posibles nuevos clientes para el área de formación y oportunidades de financiamiento por medio de otras instituciones; sondeo de necesidades en las empresas a nivel local para formular capacitaciones que se adecuen a estas; generar propuestas de proyecto con la cooperación internacional; presentar propuestas para el fortalecimiento en la unidad de formación empresarial; entre otras. En conjunto a estas actividades, se apoya a las demás unidades de la agencia con la organización de eventos, apoyo con las comisiones ciudadanas y demás.The Santa Rosa de Copán Local Strategic Development Agency (ADELSAR) was created as an autonomous and private entity.
