Indicador de desenvolvimento institucional municipal – uma análise multivariada e espacial

Given the observation of high regional economic disparities in the Brazilian territory and
theories that defend the role of institutions in economic development, this work aims to
measure the profile and extent of the institutional difference between the Brazilians
municipalities. For this, it is proposed the elaboration of an indicator of counties institutional
development (IDIM), through multivariate analysis techniques. In addition, given the nature
of the indicator, an exploratory spatial data analysis (ESDA) is proposed. As a final method,
there is an application of the two-stage least squares model (2SLS) to capture the relationship
between the institutional indicator and the per capita gross domestic product (GDP) of
municipalities. The data used for the construction of the indicator are from the Pesquisa de
Informações Básicas Municipais (MUNIC / IBGE), for the years 2013, 2014 and 2015; the
data used in the econometric model are the Central Bank, IBGE, INEP, IPEA and National
Treasury. The results show that there is some level of spatial autocorrelation for the IDIM
indicator and a positive relation between this and the level of counties per capita income.
Thus, given the control of endogeneity, suggests that an increase in the institutional indicator
leads to an increase in the per capita GDP of the municipalities. The creation of an
institutional indicator is justified by the lack of a current multivariate instrument that provides
counties authorities and public policymakers with an insight into the institutional
heterogeneity among the regions, under the prism of the State participation. Diante da observação de elevadas disparidades econômicas regionais no território brasileiro e
das teorias que defendem o papel das instituições no desenvolvimento econômico, o presente
estudo tem por objetivo mensurar o perfil e a amplitude da diferença institucional, sob a ótica
do Estado, existentes entre os municípios brasileiros. Para tanto, propõe-se a elaboração de
um indicador de desenvolvimento institucional municipal (IDIM), por meio de técnicas de
análise multivariada. Além disso, dada a natureza do indicador, propõe-se uma análise
exploratória de dados espaciais (AEDE). Para análise final, tem-se uma aplicação do método
de mínimos quadrados em dois estágios (MQ2E) para captar a relação entre o indicador
institucional e o produto interno bruto (PIB) per capita dos municípios. Os dados utilizados
para a construção do indicador são da Pesquisa de Informações Básicas Municipais
(MUNIC/IBGE), para os anos de 2013, 2014 e 2015; os dados utilizados no modelo
econométrico são do Banco Central, IBGE, INEP, IPEA e Tesouro Nacional. Os resultados
demonstram haver algum nível de autocorrelação espacial para o indicador IDIM e uma
relação positiva entre este e o nível de renda per capita dos municípios. Assim, dado o
controle de endogeneidade, sugere-se que aumento no indicador institucional leve a aumento
do PIB per capita dos municípios. A criação de um indicador institucional se justifica diante
da carência de um instrumento multivariado atual que forneça às autoridades municipais e
formuladores de políticas públicas uma visão sobre a heterogeneidade institucional na qual
estão submetidas às regiões, sob o prisma da participação do Estado.
