At least since the last decade, liberal democracies around the world have experienced intense
neoconservative action against institutional, legal and legislative frameworks in the field of
gender equality, sexual diversity and sexual and reproductive rights (CORRÊA, 2008, 2018;
PATERNOTTE; KUHAR, 2017). This phenomenon indicates broader processes of democratic
erosion, linked to the radicalization of neoliberalism as economic rationality and as a mode of
subjectivation (COOPER, 2017; BROWN, 2019). In Brazil, the rise of the extreme right to
institutional power after the 2018 presidential elections meant an intensification of the antigender offensive (CORRÊA; KALIL, 2020). Given this scenario, this thesis aims to investigate
the reframing of meanings about gender and sexuality in the grammar of Human Rights in the
Brazilian State, based on the creation and performance of the Ministério da Mulher, da Família
e dos Direitos Humanos (Ministry of Women, Family and Human Rights). Based on an analysis
of communication between discursive events (AGHA, 2003; WORTHAM; REYES, 2014), the
semiotic actions performed between different political events linked to the Ministry are
investigated, through data generated from the analytical observation of its documentary
production, from official communication situations and digital media, between January 2019
and May 2022. In this sense, two interpretive movements were fundamental. The first one
consisted of producing a genealogical reading (FOUCAULT, 1976) of the discursive
repertoires of secular and religious dynamics linked to the emergence of the anti-gender
offensive, both national and international. The second focused on analyzing how socio-semiotic
processes of clasp, relay and graft (GAL, 2018, 2019, 2021) acted in the incorporation of antigender discursive records (SILVESTEIN, 1987; AGHA, 2007) into the human rights language
of the Brazilian State on gender and sexuality. The analyzes carried out allow us to argue that
a considerable part of the processes engaged in the transformation of anti-gender policies into
State policies in Brazil is centered on the performative effects of specific language operations
(AUSTIN, 1962; BUTLER, 1993, 1997). They concern the incorporation of anti-gender
discursive registers (AGHA, 2007; GAL, 2018, 2019, 2021) into the Ministry's performance.
More than suppressing or censoring the language of human rights, what happened was the
effectuation of a metapragmatic purification of this language, purging from it all forms of
contamination with feminist repertoires on gender, sexuality, parenting and reproduction,
regimented by orders of indexicality such as autonomy, self-determination, free sexual
orientation and gender identity. The research results allow us to argue that the incorporation of
anti-gender records into the human rights records of the Brazilian State, reflexively practiced
by the Ministry of Women, Family and Human Rights, produced an indexical and political
crisis around the repertoires on which public policies of human rights were built in the history
of Brazilian democracy, especially in its relationship with social movements. In performative
terms, the effects of these processes consisted of the institutionalization of social lack of
protection, exposure to the violation of human rights and the unequal distribution of violence,
as a result of the socio-semiotic action of the Brazilian State. Ao menos desde a última década, democracias liberais ao redor do mundo têm experimentado
uma intensa atuação neoconservadora contra marcos institucionais, jurídicos e legislativos no
âmbito da igualdade de gênero, da diversidade sexual e dos direitos sexuais e reprodutivos
(CORRÊA, 2008, 2018; PATERNOTTE; KUHAR, 2017). Tal fenômeno indicia processos de
erosão democrática mais amplos, atrelados à radicalização do neoliberalismo como
racionalidade econômica e como modo de subjetivação (COOPER, 2017; BROWN, 2019). No
Brasil, a ascensão da extrema-direita ao poder institucional, após as eleições presidenciais de
2018, significou uma intensificação da ofensiva antigênero (CORRÊA; KALIL, 2020). Diante
desse cenário, esta tese tem como objetivo investigar o reenquadramento de sentidos sobre
gênero e sexualidade na gramática de Direitos Humanos do Estado brasileiro a partir da criação
e atuação do Ministério da Mulher, da Família e dos Direitos Humanos. Com base em uma
análise da comunicação entre eventos discursivos (AGHA, 2003; WORTHAM; REYES, 2014),
são investigadas as ações semióticas performadas entre diferentes eventos políticos ligados ao
Ministério, por meio de dados gerados a partir da observação analítica de sua produção
documental, de situações de comunicação oficial e de mídias digitais entre janeiro de 2019 e
maio de 2022. Nesse sentido, dois movimentos interpretativos foram fundamentais. O primeiro
deles consistiu em produzir uma leitura genealógica (FOUCAULT, 1976) dos repertórios
discursivos de dinâmicas seculares e religiosas atreladas à emergência da ofensiva antigênero
tanto nacionais quanto internacionais. O segundo esteve centrado em analisar como processos
sociossemióticos de vinculação, retransmissão e enxertia (GAL, 2018, 2019, 2021) atuaram na
incorporação de registros (SILVERSTEIN, 1987; AGHA, 2007) discursivos antigênero à
linguagem de direitos humanos do Estado brasileiro sobre gênero e sexualidade. As análises
realizadas permitem argumentar que parte considerável dos processos engajados na
transformação de políticas antigênero em políticas de Estado no Brasil está centrada nos efeitos
performativos de operações de linguagem específicas (AUSTIN, 1962; BUTLER, 1993, 1997).
Elas dizem respeito à incorporação de registros discursivos (AGHA, 2007; GAL, 2018, 2019,
2021) antigênero à atuação do Ministério. Mais do que suprimir ou censurar a linguagem de
direitos humanos, o que se deu foi a efetivação de uma depuração metapragmática dessa
linguagem, expurgando dela toda forma de contaminação com repertórios feministas sobre
gênero, sexualidade, parentalidade e reprodução, regimentados por ordens de indexicalidade
como autonomia, autodeterminação, livre orientação sexual e identidade de gênero. Os
resultados da pesquisa permitem argumentar que a incorporação de registros antigênero aos
registros de direitos humanos do Estado brasileiro, reflexivamente praticada pelo Ministério da
Mulher, da Família e dos Direitos Humanos, produziu uma crise indexical e política em torno
dos repertórios sobre os quais políticas públicas de direitos humanos foram construídas na
história da democracia brasileira, especialmente em sua relação com os movimentos sociais.
Em termos performativos, os efeitos desses processos consistiram na institucionalização da
desproteção social, da exposição à violação de direitos humanos e da desigual distribuição da
violência como resultado da ação sociossemiótica do Estado brasileiro. São Cristóvão
