A reestruturação produtiva na CTBC Telecom e os impactos para a organização de trabalhadores: o caso do SINTTEL-MG

The theme now proposed can be summarized as an attempt to understand the elements that led to a loss of the power of intervention of the Union of Telecommunications Workers of the State of Minas Gerais - SINTTEL-MG in the last decade, considering that the studied company , Companhia de Telephones do Brasil Central - CTBC Telecom has undergone significant changes since 1989. It is believed that these changes are part of the global context of productive restructuring and that the central elements used by the company are quality programs and the process outsourcing. Both represent a capital offensive, formal, objective and subjective, on the worker and his organization, as it seeks to capture the subjectivity of the worker, reducing costs and expanding the extraction of surplus value; and insofar as it inhibits union intervention, either by fragmenting the category or eliminating workers close to the union. The studied cases of outsourcing were the network deployment and maintenance sector and the telephone answering sector, which were extinguished at the parent company and transferred to two companies in the Algar group, CTBC's holding company: Engeset and ACS Call Center, respectively. Outsourcing would be used as a way to reduce costs, when it appears that the income and benefits received by workers are drastically reduced in this process. At the same time, from these changes, there is an ability to undermine the workers' resistance. To realize this reality, researches were used with CTBC and SINTTEL, searching in documents, newspapers and magazines, the meanings given to the process. Interviews were also carried out with company directors and union leaders, both those who lived through the transition moment and those who are currently in charge. Finally, we used the application of
2 questionnaires on workers from CTBC and from the two outsourced companies only with those who experienced outsourcing and total quality processes. It can be seen, in these surveys, that there was an increase of_ hours worked and an intensification of the work rhythm, and that the union's intervention power was significantly reduced with the productive restructuring. Dissertação (Mestrado) O tema ora proposto pode ser resumido como sendo uma tentativa de compreender os elementos que levaram a uma perda do poder de intervenção do Sindicato de Trabalhadores em Telecomunicações do estado de Minas Gerais - SINTTEL-MG nessa última década, tendo em vista que a empresa estudada, a Companhia de Telefones do Brasil Central - CTBC Telecom passou por mudanças significativas a partir de 1989. Acredita-se que essas mudanças fazem parte do contexto mundial de reestruturação produtiva e que os elementos centrais utilizados pela empresa são os programas de qualidade e o processo de terceirização. Ambos representam uma ofensiva do capital, formal, objetiva e subjetiva, sobre o trabalhador e sua organização, na medida que procura capturar a subjetividade do trabalhador, reduzindo custos e ampliando a extração de mais-valia; e na medida que inibe a intervenção sindical, seja fragmentando a categoria ou eliminando trabalhadores próximos ao sindicato. Os casos estudados de terceirização foram o setor de implantação e manutenção de rede e o setor de atendimento telefônico, extintos na empresa-mãe e repassados para duas empresas do grupo Algar, holding da CTBC: Engeset e ACS Call Center, respectivamente. As terceirizações seriam utilizadas como forma dc reduzir custos, quando se verifica que os rendimentos e beneficios recebidos por trabalhadores são drasticamente rebaixados nesse processo. Ao mesmo tempo, verifica-se, a partir dessas mudanças, uma capacidade de minar a resistêncuia operária.Para perceber essa realidade, foram utilizadas pesquisas junto à CTBC e ao SINTTEL, buscando em documentos, jornais e revistas, os sentidos dados ao processo. Também foram realizadas entrevistas junto a diretores da empresa e sindicalistas, tanto aqueles que viveram o momento de transição, quando para os que estão na direção, atualmente. Por último, utilizou-se de aplicação de
2questionários em trabalhadores da CTBC e das duas empresas terceirizadas unicamente com aqueles que vivenciaram os processos de terceirização e de qualidade total. Percebe-se, nessas pesquisas, que houve uma ampliação de_ horas trabalhadas e uma intensificação do ritmo de trabalho, e que o poder de intervenção do sindicato reduziu-se sensivelmente com a reestruturação produtiva.
