| dc.description | In view of the inherent complexity of the hegemonic movement of creation and maintenance of neoliberal consent in the periphery and the strategies used, this work mobilizes contributions from the political sociology of Antônio Gramsci and Pierre Bourdieu, as well as its proponents in the field of International Relations (IR). Thus, this work aims to analyze the 16 partner institutes of Atlas in Brazil, focusing on the profile of its leaders and how they act in Brazilian politics. In this way, it is questioned to what extent the construction of this network of relations between the leaders of Atlas and its counterparts in Brazil points to the emergence of a transnational space of export and import practices of domination strategies and what would be their reflexes in the conjuncture national and in maintaining the interests of a national and American elite. With regard the general objective, we intend to analyze the performance of Atlas and its partner institutes in Brazil, aiming to find out how they are organized and articulated, as well as possible intersections between the results achieved between these groups and their leaders. with the interests of the US ruling economic class. To this end, we seek to: a) examine the profile of the Atlas Executive Board, mainly of the directors and members of its partner institutes in Brazil and b) understand what the mechanisms are, practices and strategies used by these institutes to impact the political, economic and social scenario in Brazil. In terms of hypothesis, it is understood that Atlas, through the construction and maintenance of a network of alliances with its similar institutes and leaders in Brazil, promotes export practices of a neoliberal world reason. As regards the sources used in this work, a separate database has been set up for each institute and each category analyzed in this research, built through the using of documents available on the institutes' own websites, of the Atlas Network, specialized bibliography and biography provided by its directors. There was also the use of software such as NodeXL and Excel to construct graphs and tables that condense results. In terms of results, it was observed that the national elite linked to the liberal institutes appropriates the support and support provided by Atlas as a way to internationalize their strategies and strengthen their social positions, converting them later into implementing a neoliberal agenda under the aegis of the Bolsonaro government. | |

| dc.description | Em vista da inerente complexidade do movimento hegemônico de criação e manutenção do consentimento neoliberal na periferia e das estratégias utilizadas, este trabalho mobiliza contribuições da sociologia política de Antônio Gramsci e Pierre Bourdieu, assim como de seus proponentes no campo das Relações Internacionais (RI). Assim, o presente trabalho objetiva analisar os 16 institutos parceiros da Atlas no Brasil, focando no perfil de seus dirigentes e na forma como estes atuam na política brasileira. Desse modo, questiona-se em que medida a construção dessa rede de relações entre os dirigentes da Atlas e de seus congêneres no Brasil aponta para o surgimento de um espaço transnacional de práticas de exportação e importação de estratégias de dominação e quais seriam os seus reflexos na conjuntura nacional e na manutenção dos interesses de uma elite nacional e estadunidense. No que diz respeito ao objetivo geral, pretende-se analisar a atuação da Atlas e de seus institutos parceiros no Brasil, visando averiguar a forma como estes se organizam e se articulam, assim como possíveis intersecções entre os resultados alcançados entre estes grupos e seus dirigentes com os interesses da classe econômica dominante estadunidense. Para isso, se busca: a) examinar o perfil do conselho executivo da Atlas, principalmente dos dirigentes e membros dos seus institutos parceiros no Brasil e; b) compreender quais são os mecanismos, práticas e estratégias utilizadas por estes institutos para impactar no cenário político, econômico e social no Brasil. Em termos de hipótese, entende-se que a Atlas mediante a construção e manutenção de uma rede de alianças com seus institutos congêneres e dirigentes no Brasil, promove práticas de exportação de uma razão de mundo neoliberal. No que diz respeito às fontes utilizadas nesse trabalho, foi criada uma base de dados própria em relação a cada instituto e a cada categoria analisada nessa pesquisa, construída através da utilização de documentos disponíveis nos próprios sites dos institutos, da Atlas Network, de bibliografia especializada e de biografia fornecida por seus dirigentes. Contou-se ainda com o uso de softwares como NodeXL e Excel para construção de gráficos e tabelas que condensam resultados. Em termos de resultados, observou-se que a elite nacional vinculada aos institutos liberais se apropria da sustentação e suporte fornecido pela Atlas como forma de internacionalizar suas estratégias e fortalecer suas posições sociais, convertendo-as posteriormente na implementação de uma agenda neoliberal sob a égide do governo Bolsonaro. | |
