The main purpose of this article is to discuss the dynamics of the functioning of the Institutions, the
State, and Capital at the frontier of the State of Pará, based on the logic of capitalist economic
development. For this, the methodology chosen involved the use of the deductive method because
part of the general, that is, the discussion under the aegis of the new institutional economy on the
function of the State, Capital and Institutions and, consequently, the inductive method because it
considered the It is worth noting that the new institutional economy seeks to demonstrate that markets
are not as efficient - as propagated by the mainstream - and that state intervention can, in fact,
including improving the situation of the market itself, provided that there are institutions responsible for
establishing the "rules of the game". However, the frontiers represent the locus of noncompliance with
the laws within an organized and democratic civil society, especially the Paraense frontier, still beset
by remnants of primitive accumulation of capital. The main conclusion of this article is to demonstrate
that a socially and economically evolved institutional system can help promote economic development by structuring the environment and stimulating the process of cooperation, innovation and learning,
especially in the Paraense frontier , even though it is dominated by capital. El propósito fundamental de este artículo es discurrir sobre la dinámica de funcionamiento de las
Instituciones, del Estado, y del Capital en la frontera del Estado de Pará, a partir de la lógica de
desarrollo económico capitalista. Para ello, la metodología elegida implicó la utilización del método
deductivo porque parte del general, es decir, la discusión bajo la égida de la nueva economía
institucional sobre la función del Estado, del Capital y de las Instituciones y, consecuentemente, el
método inductivo porque consideró el " en particular, es decir, la importancia de las instituciones en la
promoción del desarrollo de la frontera económica del Pará. Cabe destacar que la nueva economía
institucional procura demostrar que los mercados no son tan eficientes -como propagado por el
mainstream -y que la intervención del Estado puede, incluso, mejorar la situación del propio mercado,
siempre que existan instituciones competentes para el establecimiento de las "reglas del juego". Sin
embargo, fronteras representan el locus del incumplimiento de las leyes en el marco de una sociedad
civil organizada y democrática, sobre todo la frontera paraense, todavía sitiada por resquicios de
acumulación primitiva del capital. La principal conclusión del presente artículo es en el sentido de
demostrar que un sistema institucional socialmente y económicamente evolucionado puede ayudar en
la promoción del desarrollo económico al estructurar el entorno y estimular el proceso de
cooperación, de innovación y, también, de aprendizaje, principalmente en la frontera paraense,
