Insegurança hídrica: medidas adaptativas autônomas usadas pela população na cidade de Belém, Pará

The Amazon region, where the capital of the state of Pará, Belém, is located, has a large
availability of water resources and constant rainfall well distributed throughout the year.
However, there are frequent occurrences of interruptions in the water supply. Part of the
population has no access to water in their homes or the supply is irregular, despite the fact
that Belém does not present meteorological or hydrological droughts. Because of the
interruptions in the water supply, the population needs to seek autonomous adaptive
measures, without help from the government or private institutions, to acquire water,
since the aforementioned element is essential in daily life. The research aims to identify
the autonomous adaptive measures adopted by the population of Belém to reduce the
inconvenience associated with the lack of water, called water insecurity. Therefore, it was
analyzed in online and television newspapers - in the period from 2014 to 2020 - the
frequency in which neighborhoods were notified, the causes of the interruption, the
consequences, as well as the decisions taken by residents to obtain water. From the
journalistic data, the water insecurity index of Belém's neighborhoods was identified,
dividing them into three categories: high, medium and low. The results obtained
correspond both to the production of the water insecurity index map per neighborhood,
as well as the information about the time, causes and consequences arising from the
interruption in water supply, besides identifying the autonomous adaptive measures used
by the population, such as: buying mineral water, collecting rainwater and using well
water, generally considered as reactive measures, since they occur either at the time or
after the lack of water. Thus, we highlight the need for improvements in the infrastructure
of the water supply system, to obtain a regular and quality supply, because water is
everyone's right and essential for the well-being of the population. A região amazônica, onde está localizada a capital do estado do Pará, Belém, apresenta
uma grande disponibilidade de recursos hídricos e constantes chuvas bem distribuídas ao
longo do ano. Todavia, há ocorrências frequentes de interrupção no abastecimento de
água. Parte de sua população não tem acesso à água em suas residências ou o
fornecimento é irregular, apesar de Belém não apresentar secas meteorológicas ou
hidrológicas. Com as interrupções no fornecimento de água a população necessita buscar
medidas adaptativas autônomas, sem auxílio do governo ou instituições privadas, para
adquiri-la, pois o elemento supracitado é essencial no cotidiano. A pesquisa tem o
objetivo de identificar as medidas adaptativas autônomas adotadas pela população de
Belém para diminuir os transtornos vinculados a falta de água, denominada insegurança
hídrica. Analisou-se, portanto, em jornais online e televisivos - no período de 2014 a 2020
- a frequência em que os bairros eram notificados, as causas da interrupção, as
consequências, bem como as decisões tomadas pelos moradores para obtenção de água.
A partir dos dados jornalísticos foi identificado o índice de insegurança hídrica dos bairros
de Belém, dividindo-os em três categorias: alto, médio e baixo. Os resultados obtidos
correspondem tanto a produção do mapa de índice de insegurança hídrica por bairro,
quanto as informações sobre o tempo, causas e consequências oriundas da interrupção no
abastecimento de água, além de identificar as medidas adaptativas autônomas utilizadas
pela população, tais como: a compra de água mineral, a captação da água da chuva e o
uso da água de poço, consideradas geralmente como medidas reativas, visto que ocorrem
ou no momento ou posterior a falta de água. Destaca-se assim, a necessidade de melhorias
na infraestrutura do sistema de abastecimento de água, para obtenção regular e de
qualidade em seu fornecimento, pois a água é direito de todos e essencial para o bem estar da população.
