dc.descriptionEsta dissertação apresenta uma descrição e análise do ambiente institucional e técnico constituído para a transferência de conhecimento de uma IFES, remodelado com a promulgação e regulamentação da Lei de Inovação (2004). Foi elaborada uma revisão dos aspectos históricos que apontam a inovação como propulsora do desenvolvimento econômico de países, que permitiu identificar fatores que influenciam diretrizes constitucionais de um ambiente capaz de promover inovação. A abordagem evolucionista (NELSON; WINTER, 1982) caracteriza inovação como um processo dependente da interação entre vários atores e fatores que vai determinar o conhecimento e a tecnologia desenvolvida, que afeta a trajetória futura da mudança econômica. Na abordagem de sistema de inovação (FURTADO, 1964; LUNDVALL, 1992), o fomento ao desenvolvimento econômico pressupõe a ação múltipla e coordenada de elementos essenciais: o governo, a estrutura produtiva e a infraestrutura científica e tecnológica. A estrutura destas entidades e, portanto das universidades, se delineia com a dinâmica do sistema. Neste estudo de caso da UFJF, o órgão para realizar a gestão da transferência de conhecimento foi criado em 1995 com os mesmos pressupostos da Lei de Inovação. A pesquisa foi elaborada com base no estudo de Gomes (2003, 2007, 2009b) no que se refere à abordagem de estrutura organizacional e seu ambiente institucional e técnico, apoiado nas perspectivas do Institucionalismo (DIMAGGIO; POWELL, 1983) para analisar a legitimidade do processo no ambiente, e da Dependência de Recursos (PFEFFER; SALANCIK, 1978) para averiguar influências de atores externos na alocação de recursos. Amparada pela Teoria dos Stakeholders (FREEMAN, 1984), foi possível identificar a influência dos atores (GOMES, 2009b) na estruturação do ambiente, quando se verificou que o ambiente para a transferência de conhecimentos da UFJF ainda não está delineado para proporcionar um desempenho de acordo com sua produção científica, há centralização de poderes na tomada de decisões, e práticas isoladas são adotadas para promover seu aperfeiçoamento, em parceria com outros atores.
dc.descriptionThis thesis provides a description and analysis of the institutional and technical environment set up for the transfer of knowledge from a federal university, reshaped by the enactment and regulation of the Innovation Act (2004). A review of historical aspects was conducted which points to innovation as the driving force behind a country's economic development. This enabled the identification of factors that influence the constitutional guidelines of an environment capable of promoting innovation. The evolutionary approach (NELSON; WINTER, 1982) characterizes innovation as a process which depends on the interaction between various actors and factors that will determine which knowledge and technology are developed, which affects the future path of economic change. In the innovation system approach (FURTADO, 1964; LUNDVALL, 1992), fostering economic development requires multiple and coordinated action of essential elements: government, production structure, and scientific and technological infrastructure. The structure of these entities, and therefore of universities, is designed along with the dynamics of the system. In the present case study of the Federal University of Juiz de Fora (UFJF), the agency in charge of managing knowledge transfer was created in 1995 with the same assumptions of the Innovation Act. The research was prepared based on studies by Gomes (2003, 2007, 2009b) with regard to the organizational structure approach and its institutional and technical environment, supported by the perspectives of Institutionalism (DIMAGGIO; POWELL, 1983) to analyze the legitimacy of the process in the environment, and of Resource Dependence (PFEFFER; SALANCIK, 1978) to investigate the influence of external actors in the allocation of resources. Backed by the Stakeholder Theory (FREEMAN, 1984), it was possible to identify the influence of the actors (GOMES, 2009b) on structuring the environment, when it became clear that UFJF s environment for knowledge transfer is not yet designed to provide a performance suitable to its scientific output, that there is centralization of power in decision making, and that isolated practices are adopted to promote its improvement, in partnership with other actors.
