The democratization of science and technology is part of the human rights role, befits the constitutional provisions and the state's duty to encourage the inclusion of ICT, scientific and technological training. This study investigates the evaluation of educational software in the Natal schools, Brazil, for the conception and development of instruments for quality certification. The evaluation software, when systematized and shaped in the school context, is part of the curriculum courses and pedagogical projects, to committed educational actors to democratic participation, without submission to the hegemonic elites, to the purposes and interests of markets and. It is need for governments, as strong protagonists of the inclusion of software in education, fostering the efficiency of education systems and public munus, through compliance actions, so that the school community and civil society to participate in the software evaluation, aligning quality with the costs for the benefit of the needs and educational goals. In this study, the option by the Joint Method promotes the merger of the investigative traditions and the integration of strengths and data from qualitative research with the Quantitative Research, which guide the logical strategies and procedures for selection of the population and the sampling protocols (interview, visits and surveys), analysis and reflection of the data. In the way of research, the dialectic of knowledge is light and interpretive lens of constructivist theories and sociointeractionists, Social Pedagogy, digital aesthetic and Neuroscience to clarify concepts, answer the questions and achieve the goals. The problematics of data from teachers and administrators to generate a more comprehensive perception of the profile, training and teaching and learning, builds a reflective process, produces diagnostic assessment of the situation of educational software and proposes a solution: the design of the Software Evaluation Methodology educational - MASE. The participation of governments, organizations and society in the evaluation of educational software enhances the exercise of citizenship and allows assess the benefits and limitations of TIC in favor of improving education, technodemocracy and excellence of the Brazilian educational software. A democratiza??o da ci?ncia e das tecnologias integra o rol dos direitos humanos, compatibiliza-se com os preceitos constitucionais e com o dever estatal de incentivar a inclus?o das TIC, a capacita??o cient?fica e tecnol?gica. O presente estudo investiga a avalia??o de software educacional, nas escolas do Munic?pio do Natal, Brasil, para concep??o e desenvolvimento de instrumentos de certifica??o da qualidade. A avalia??o de software educacional, quando sistematizada e conformada no contexto escolar, integra-se aos curr?culos e aos projetos pedag?gicos, compromissando os atores educacionais ? participa??o democr?tica, sem submiss?o ?s elites hegem?nicas, aos fins e aos interesses dos mercados. ? necessidade dos governos, como fortes protagonistas da inclus?o de softwares na Educa??o, estimular a efici?ncia dos sistemas educativos e do m?nus p?blico, atrav?s de a??es de compliance, de modo que a sociedade civil participe da avalia??o de softwares, alinhando a qualidade com os custos em benef?cio das necessidades e dos objetivos educacionais. Neste estudo, a op??o pelo M?todo Misto promove a fus?o das tradi??es investigativas e a integra??o de pontos fortes e dados da Pesquisa Qualitativa com os da Pesquisa Quantitativa, que orientam as estrat?gias e procedimentos l?gicos de sele??o da popula??o e dos protocolos de recolha (entrevista, visitas e inqu?ritos), de an?lise e de reflex?o dos dados. No caminho da pesquisa, a dial?tica do conhecimento ? luz e lente interpretativa das teorias construtivistas e sociointeracionistas, da Pedagogia Social, das est?ticas digitais e das Neuroci?ncias para clarificar concep??es, responder ?s quest?es e alcan?ar os objetivos. A problematiza??o dos dados dos professores e gestores gera uma percep??o mais abrangente do perfil, da forma??o e do ensinoaprendizagem, constr?i um processo reflexivo, produz o diagn?stico da situa??o da avalia??o de software educacional e prop?e uma solu??o: a concep??o da Metodologia de Avalia??o de Software Educacional ? MASE. A participa??o dos governos, das organiza??es e da sociedade na avalia??o de sofware educacional aprimora o exerc?cio da cidadania e possibilita aferir os benef?cios e as limita??es das TIC em favor da melhoria da Educa??o, da tecnodemocracia e da excel?ncia do software educacional brasileiro.
