La Jurisdicción Contencioso Administrativa en Colombia se ha caracterizado por tener a su disposición diversos medios de control para las actuaciones administrativas, esto con el objetivo de garantizar el cumplimiento de los fines esenciales del Estado y a los ciudadanos, los reclamos cuando tuvieren lugar, es decir, cuando los actos administrativos no estén motivados, infrinjan la norma o exista desviación de las atribuciones propias de aquel que lo profirió. En el evento que la administración pública haya proferido un acto administrativo que resulte ser lesivo para el interés público y después que el mismo haya quedado en firme, la misma, para anularlo del mundo jurídico, debe acudir a la Jurisdicción Contenciosa Administrativa mediante la acción de grupo o la acción popular, o en su defecto la acción de lesividad, sin embargo, algunos recursos jurídicos son herramientas necesarias para poder hacer frente a los comportamientos lesivos de las empresas prestadoras de los servicios públicos domiciliarios en contra de los usuarios o suscriptores. Entre otros, hay dos herramientas jurídicas con que cuentan los usuarios que es la acción de grupo y la acción popular, para poder frenar los desafueros de esas prestadoras de servicios públicos puesto que no están legitimados para invocar la acción de lesividad mientras el legislativo no le atribuya esa facultad. The Contentious Administrative Jurisdiction in Colombia has been characterized by having at its disposal various means of control for administrative actions, this with the aim of guaranteeing compliance with the essential purposes of the State and citizens, claims when they take place, that is, when administrative acts are not motivated, violate the rule or there is a deviation from the attributions of the one who issued it. In the event that the public administration has issued an administrative act that turns out to be harmful to the public interest and after it has become firm, the same, to annul it from the legal world, must go to the Contentious Administrative Jurisdiction through group action or popular action, or failing that, the action of harmfulness, however, notwithstanding the foregoing, some legal remedies are necessary tools to be able to deal with the harmful behavior of the companies that provide the public services at home against the users or subscribers. Among others, there are two legal tools that users have, which is group action and popular action, to be able to stop the lack of immunity of these public service providers since they are not legitimized to invoke the action of harmfulness if the legislature does not attribute that power legally.
