The discursive studies about the form in which it is constructed, are interpreted and is lived the social reality, have had hard developments from the sixties, focusing the attention on the dynamics ofthe development, the effects of the colonialism, the role of the woman in the society, among other themes. To the interior of these problems, the process of the Modernization and its analysis have had a traditional direction between economic and the burocratic thing. To recognize how this evolution occurs and what roll plays within the framework of the configuration of the State from a discursive perspective, is the main object of this document. This work will allow us to establish new elements in order to better understand how the concept of "social expense" is constructed, and how it is materialized today.Los estudios discursivos acerca de la forma en que se construye, se interpreta y se vive la realidad social han tenido fuerte desarrollo a partir de la década de los sesenta centrando su atención en las dinámicas del desarrollo, los efectos del colonialismo, el papel de la mujer en la sociedad, entre otros. Dentro de estas problemáticas, el proceso de la modernización y su análisis han tenido una orientación tra­dicional entre lo económico y lo burocrático. El reconocer cómo se da esta evolución y qué rol juega en el marco de la configuración del Estado desde una perspectiva discursiva, se convierte en el objeto de este documento. Esta labor nos permitirá establecer nuevos elementos con el fin de percibir mejor cómo se construye el concepto de "gasto social", y cómo se materializa hoy.
