Resumen
The following document deals with each of the points proposed in the monograph of the specialization in Information Technology Management. Initially, the topic is addressed with a problem tree that identifies from its base the origin of the causes that generate the problem that arises in it. The implementation of this problem tree facilitates the structuring and identification of the origins and effects of the problem. In this way it is possible to find chronologically the beginning or the catalyst of the causes and effects, which on the other hand once identified allows to give ideas of possible scenarios. This in order to generate strategies that allow the best routes of work, planning and maneuvers to implement in situations of technological transformation.
After this, in the point that deals with what you want to solve, it is addressed from how the Supreme Court of Justice performs different activities that solve a need or service to the community, one of these activities is the presentation and publication of legal processes. Currently, the archiving process is hybrid, that is, the management of legal processes is carried out on physical and electronic files. This is causing duplication in information, omission in documentary standards by users interacting with electronic files, clutter in electronic documents. Likewise, reprocesses are generated in the activities carried out by the officials of the general office of archives and specialized rooms. There are no defined electronic storage processes, this causes saturation in physical devices and virtual tools dedicated to these purposes. The problems are evident at the level of infrastructure, processes, planning and user training. Physical storage is limited, so it is overloaded at every step a court process goes through. This is because different users who interact with the data and files of a legal process create copies and generate their own archive of information related to the respective process.
Although there is a document management protocol created by the Judicial Documentation Center (CENDOJ), it is not implemented by officials and employees of the Supreme Court of Justice. This makes it possible to identify that there is no defined process for electronic storage. In addition to this, the ideation of the solution is addressed with respect to how The Supreme Court of Justice was forced to make the technological leap necessary to have continuity in the service it provides to citizens during the pandemic and implemented ICT tools that were key to achieving attention through email and file management through technological tools The high demand from both internal users as external implied saturation in the web services mentioned above. Therefore, the Supreme Court of Justice is forced to look for computer solutions that allow it to have continuity in care and service. In accordance with the above, the points related to proposing the solution, target sector, sector trends, objective tree, what point you want to reach with the solution, propose a tree of objectives are developed. Additionally, at the point of value proposition of graphs the customer profile and the value map proposed for this monograph, the design for the technological solution and the analysis of the digital transformation process are proposed; Finally, the general legal and contracting aspects for the implementation of the technological solution that is being proposed in this document were mentioned.
