In the literature on the characterization of municipalities studied in Colombia, local governments establish development plans, activities and strategies in the long, medium and short term, whose purpose is to be applied equitably, contributing to sustainable growth in the municipalities, formulated through specific processes and functions expecting to atainefficient results.However, the projections stipulated by local governments do not ensure that the communities needs and perspectives will be fully met; According to the programs, activities or strategies implemented, these could become inexistent or deficient, resulting in the possible loss of time, human and financial resources.
For this reason and in the obligation totackle aneffective quality management in local governments, within the SDGsscope, this project focuses on conducting a literature review, regarding the municipalities characterization in Colombia, allowing to determine their relationship and effective implementation of the GTC-ISO 18091, providing knowledge to stakeholders (municipalities, citizens and society in general), so that stakeholders developstrategies for continuous improvement in municipal organizations.Based on the above, this research project used a qualitative methodology, of an exploratory-descriptive nature and a documentary review method of the national municipal characterization, beingfound that for local governments characterization thefollowing dimensions must be considered: Regional, social, economic, environmental,institutional and security issues as articulating axes to contribute to municipal management.
