This study aims to map the actions and budget resources implemented/destined to the
inclusion policy of students with disabilities, in the basic municipal education network
of São Leopoldo, defined by the Multiannual Plan of 2022-2025. Considering the
importance of the problem, and in respect of the scope of the discussions, it is
considered opportune and necessary to look at the Municipal Multiannual Plan in
conjunction with the Municipal Education Plan. To achieve the proposed objective, a
descriptive and qualitative documentary research was carried out. The present study
demonstrated that the Goals and Strategies of the Municipal Education Plan of São
Leopoldo have strategies aimed at inclusion policies, in municipal basic education, and
include students with disabilities, global development disorders and high skills or
giftedness, whose age is in the phase from 0 to 17 years, enrolled in schools in the
municipality of São Leopoldo. In addition, the São Leopoldo Municipal Multiannual Plan
2022-2025 reserves budget forecasting through own resources, as well as fosters its
strategies based on the raising of third-party funds, expanding larger budget forecasts
aimed at promoting inclusion policies. The decision-making of strategies for special
education, defined in the Multiannual Plan of São Leopoldo, establishes a rational and
sequential structure of acts, according to glover's theory (2006), since the actions
described in the PPA have combined objectives, mostly, in light of the goals and
strategies defined by the city's Municipal Education Plan, which, in turn, establishes a
possible effective arrangement in the implementation of these objectives. Thus, this
combination, between the objectives of the SME and PPA, make up a clear planning.
