This research is the result of studies and research developed in the Research LineLP2, related to Educational Public Policies, Educational Practices and their
Interfaces, of the Master's Course in Education, of the Graduate Program in
Education of the Federal University of Santa Maria. It is articulated to the studies
developed in the Research Group on Public Policies and Educational Management
- GESTAR/CNPq/UFSM, in view of the following problem: what contributions and
implications of Capes' evaluation policy for the qualification of the management of
a Professional Graduate Program? In order to meet the research problem, the
general objective was "to understand the contributions and implications of Capes'
evaluation policy for the qualification of the management of a Professional
Graduate Program". For specific objectives: (i) Contextualize the general panorama
of graduate studies in Brazil, characterizing the evaluation system carried out by
Capes, especially with regard to professional programs in the area of Education;
(ii) Analyze the main indicators and data produced by the Graduate Program in
Public Policy and Educational Management (PPPG), of the Ufsm Education Center,
in the evaluation process of the four-year period 2017-2020; (iii) Recognize in the
perception of the PPPG/UFSM Coordination what influences and implications of
the evaluation process carried out by Capes in the 2017-2020 four-year period.
With regard to methodological aspects, it is characterized as a case study, of a
qualitative nature. Data analysis will be built according to Bardin content analysis
(2011). The results showed that the professional master's degree in Education
resonated the terms innovation and professionalization as well as created a new
paradigm in Brazilian graduate studies. The monitoring and monitoring policies
adopted by pppg/ufsm help minimize the difficulty to achieve good indicators/goals
proposed by CAPES as a parameter for its evaluation system.The
institutionalization and management of the program and the knowledge of the
process by the Manager were relevant to achieve better results, as well as the
research pointed out that the evaluation policy expressed by Capes interferes in
the development of management activities and the program as a whole and
indicates the need for adequacy of indicators for the professional modality.
