O ativismo internacional de direitos humanos contra a repressão aos protestos no Brasil (2013 - 2016)

The protest cycle that took place in Brazil from June 2013 to August 2016 was followed by a campaign against police violence in protests and other State policies that aimed to limit protests (such as laws, draft bills, and legal measures). Twenty-six international actions directed to the UN and the Interamerican Human Rights Commission were part of this campaign. The question that guided this research is how and why activists decided to access the international system in the course of this campaign. To answer this question, this research used information gathered in a database and collected on interviews with activists that were part of these actions. We argue that activists used the opportunities from international institutions to accomplish two main objectives: to pressure the Brazilian state to stop human rights violations and to make international authorities regulate the right to protest in the international system. The reaction of national and international authorities will also be approached, as well as the result of these actions. The main theorical reference from this research is Sidney Tarrow, who has expanded the contentions politics studies to beyond the limits of the national state. O ciclo de protestos que ocorreu entre junho de 2013 e agosto de 2016 foi acompanhado por uma campanha que visou contestar a violência policial contra manifestantes e outras medidas do Estado que limitavam manifestações (principalmente leis, projetos de lei e decisões judiciais). Como parte desta campanha, foram executadas 26 ações internacionais, direcionadas a ONU e a Comissão interamericana de direitos humanos. A indagação que orientou esta pesquisa é como e por que ativistas acessaram a esfera internacional. Para desenvolvê-la, baseamo-nos em informações coletadas em um banco de dados e em entrevistas com ativistas que participaram destas ações. O principal argumento a ser defendido é que ativistas utilizaram as oportunidades proporcionadas por instituições internacionais para cumprir um duplo objetivo: pressionar o Estado brasileiro a interromper violações e incitar autoridades internacionais a desenvolver parâmetros em torno do direito de protesto. Para melhor compreender tanto as ações internacionais desta campanha como seus resultados, também serão abordadas as reações de autoridades nacionais e internacionais a estas ações e ao tema da repressão aos protestos no Brasil. Como principal referencial teórico, utilizamos os estudos de Sidney Tarrow, que expandiu a Teoria do Confronto Político para abarcar a ação coletiva fora das fronteiras do Estado.
