O ano de 2020 deu início ao período de pandemia mundial causada pela
COVID-19, a economia foi afetada pelo contexto da pandemia, com isso, este trabalho
busca verificar como as arrecadações dos tributos federais e estaduais sobressaíram
no período após o início de casos no Brasil em relação ao período pré-pandemia, para
isso, foi analisada a arrecadação dos tributos nos anos de 2017 a 2021, além disso,
foram separadas as arrecadações com base em cada região do Brasil, de forma a
tentar verificar se cada região foi impactada de forma diferente. Este trabalho tem
como método científico uma característica descritiva, exploratória com procedimentos
baseando-se em uma pesquisa documental e bibliográfica. A revisão literária traz a
história da tributação no Brasil, detalhamento dos tributos federais e estaduais além
de trazer a história da COVID-19 e os efeitos da pandemia no Brasil e no mundo. Os
resultados desta pesquisa destacam que: (1) apenas a arrecadação da COFINS e do
IOF tiveram redução de arrecadação em 2020 em relação ao ano de 2019; (2) quanto
ao per capita de cada região, apesar da região Sudeste ser a que mais arrecada, em
muitas arrecadações não é ela que possui o maior per capita entre as regiões, tanto
o Centro-Oeste e o Sul demonstraram ter arrecadações per capita bem próximas ou
maiores do que o Sudeste. Após apresentação dos dados obtidos nas análises,
recomenda-se o mesmo estudo deste trabalho focando na utilização dos tributos
municipais e analisar as transferências da União aos estados e municípios, com o
objetivo de analisar o impacto da COVID-19 nas transferências. The year 2020 began the period of the world pandemic caused by COVID-19,
the economy was affected by the context of the pandemic, with this, this work seeks
to verify how the collection of federal and state taxes stood out in the period after the
beginning of cases in the country. Brazil in relation to the pre-pandemic period, for this,
the collection of taxes in the years 2017 to 2021 was analyzed, in addition, collections
were separated based on each region of Brazil, in order to try to verify if each region
was impacted. in a different way. This work has as a scientific method a descriptive,
exploratory feature with procedures based on a documental and bibliographic
research. The literary review brings the history of taxation in Brazil, details of federal
and state taxes in addition to bringing the history of COVID-19 and the effects of the
pandemic in Brazil and in the world. The results of this research highlight that: (1) only
the collection of COFINS and IOF had a reduction in collection in 2020 compared to
2019; (2) as for the per capita of each region, despite the Southeast region being the
one that collects the most, in many collections it is not the one that has the highest per
capita among the regions, both the Midwest and the South have shown to have
collections per capita very close or larger than the Southeast. After presenting the data
obtained in the analyses, the same study of this work is recommended, focusing on
the use of municipal taxes and analyzing transfers from the Union to states and
municipalities, with the objective of analyzing the impact of COVID-19 on transfers
