A Formação Permanente de Professores na Secretaria Municipal de Educação de Guarulhos: uma análise sobre concepções divulgadas nos documentos oficiais

Abstract

The following research has tried to look into the concepts contained in two of the main official documents of the city department of education in Guarulhos about the teachers’ permanent formation. The main objective of this research by identifying aspects on the concepts of the permanent formation of the net of schools, from the knowledge and the structuring of these guiding principles present on the documents is to contribute to the debate about the subject. For this research, it was used as theoretical references, authors that have been investigating about the subject for some years. They are: Mizukami (2002), Candau ( 1996), Gatti (2008), Imbernón (2009), Libanêo (2007) and Nóvoa (1992). To analyse the official documents which were chosen for this study, we took into account the contribution of Ludke (2008), beyond assumptions of the document analysis present on Calado (2011) and Sá-Silva’s (2011) investigation research. On this perspective, the content analysed was prganized into five categories in order to explain more rigorously the concepts contained in those documents about the permanent formation. It was identified, generally, that there is a distance between the guiding formation theoretical basis of these documents and the practices announced in the formation program offered by Guarulhos department of education.

O presente estudo buscou analisar as concepções contidas em dois dos principais documentos oficiais da Secretaria Municipal de Educação de Guarulhos sobre formação permanente de professores. O objetivo deste trabalho, ao identificar aspectos sobre as concepções de formação permanente da rede, a partir do conhecimento e estruturação desses princípios norteadores presentes nos documentos e contribuir com o debate sobre o tema. Para tanto, adotou-se como referencial teórico autores que investigam sobre o tema há alguns anos como Mizukami (2002), Candau (1996), Gatti (2008), Imbernón (2009), Libâneo (2007) e Nóvoa (1992). Para análise dos documentos oficiais escolhidos para esse estudo contamos com as contribuições de Ludke (2008), além dos pressupostos de análise documental presentes na pesquisa de investigação de Calado (2011) e Sá-Silva (2011). Nessa perspectiva, o conteúdo analisado foi organizado em cinco categorias com o objetivo de explicitar de forma mais rigorosa as concepções contidas nesses documentos sobre formação permanente. Identificou-se, de um modo geral, que há certo distanciamento entre as bases teóricas sobre formação norteadoras desses documentos e as práticas anunciadas no Programa de Formação da rede municipal de Guarulhos.
