dc.descriptionThe interruption of services during the COVID-19 pandemic exposed the fragility of the food supply model based on large estates and long chains of production and transportation, putting thousands of people on the map of food insecurity. In this scenario, urban agriculture emerges as an alternative, as it brings producers and consumers closer together, contributing to the construction of food sovereignty. Thus, this work’s general objective was to know if the municipal public power, through the planning tools at its disposal, has acted to promote urban agriculture in Natal/RN. A bibliographical research was carried out, with a qualitative approach, which informed the analysis criteria on the current legislation of the municipality: the Master Plan and the Municipal Policy of Support to Urban and Periurban Agriculture. For this, the first specific objective was the definition of material criteria through the compilation of studies on real UA experiences. The second one was the establishment of legal analysis criteria, based mainly on the instruments of the City Statute. The third specific objective sought to analyze municipal laws based on the material and legal criteria created. The analysis resulted in the demonstration that the municipal planning, though presenting nominal advances regarding the themes relevant to the study, makes it difficult to implement the promotion of urban agriculture in Natal/RN. Finally, future exploratory research should investigate the discrepancy between reality and what the law points out, in order to indicate even more effective ways to promote urban agriculture locally.
dc.descriptionA interrupção dos serviços durante a pandemia de COVID-19 expôs a fragilidade do modelo de fornecimento de alimentos baseado no latifúndio e nas longas cadeias de produção e transporte, colocando milhares de pessoas no mapa da insegurança alimentar. Nesse cenário, a agricultura urbana surge como alternativa, na medida em que aproxima produtor e consumidor, contribuindo para a construção da soberania alimentar. Assim, este trabalho tinha como objetivo geral saber se o poder público municipal, através das ferramentas de planejamento ao seu dispor, tem agido para fomentar a agricultura urbana em Natal/RN. Foi conduzida uma pesquisa bibliográfica, de abordagem qualitativa, que informou os critérios de análise sobre a legislação vigente do município: o Plano Diretor e a Política Municipal de Apoio à Agricultura Urbana e Periurbana. Para isso, o primeiro objetivo específico foi a definição de critérios materiais através da compilação de estudos sobre experiências reais de AU. O segundo foi o estabelecimento de critérios jurídicos de análise, com base principalmente nos instrumentos do Estatuto da Cidade. O terceiro objetivo específico buscava analisar as leis municipais com base nos critérios materiais e jurídicos criados. A análise resultou na demonstração de que o planejamento municipal, embora apresente avanços nominais quanto aos temas pertinentes ao estudo, dificulta a operacionalização do fomento à agricultura urbana em Natal/RN. Por fim, futuras pesquisas exploratórias devem averiguar a discrepância entre a realidade e o que aponta a lei, a fim de indicar caminhos ainda mais eficazes para a promoção da agricultura urbana localmente.
