Resumen
The city is the main point of the economic-financial configuration framed in the post-industrial global context. In the capitalist system the urban space is influenced by the dynamics of the capitalist production mode, since the production, consumption and urbanization of space in cities are inserted into a capital reproduction process, and are guided by the fundamentals of private property and managed by the necessity of excluding capital value. Therefore, the Brazilian urbanization affects the population less favored economically and financially, and causes a evident contrast in the spatial and social organization of cities, presenting a exclusionary reproduction scenario of urban space, where a large portion of the population of the city is placed in a situation of relative or absolute marginalization, living in precariousness with regard to access to housing, urban infrastructure and public services, and consequently the precarious access to the city. This research propose discuss the legality and illegality of living on the national scene, especially in the flooded areas of Pacoval, a permanent protection area occupied by a portion of the low-income population of the city of Macapa/AP. Bibliographic review, thematic maps and exploratory site visits are part of the methodology adopted, which assistance in understanding of living conditions of the population, and which aimed to develop an urban design residential nature, which has the goal of take sufficient infrastructure for development the daily basic activities, and resulting in the improved quality of life of the local population.
