This paper aims to identify the social representations of street level bureaucrats of the Escola da Bola
project of the year 2019, of the Municipal Sports Department (SMESP) on public policies for sport and
leisure. To achieve the objective, a literature review is presented on the concepts that permeate social
representations, street level bureaucrats (BNR), factors that influence their discretion, public policies,
sport and leisure. Subsequently, the SMESP is characterized and the ball school project (PEB) stands
out as a public policy for sport and leisure (PPEL). The study was developed from an interdisciplinary
perspective, with qualitative and exploratory characteristics. For data collection, interviews were
conducted with eleven BNR, all linked to SMESP. The interview was conducted remotely (ten BNR) and
in person (one BNR), and consisted of two moments: semi-structured interview and free word
association technique (TALP). For data analysis, we chose to use the assumptions of Content Analysis
and the help of the Iramuteq software. To present the results, seven classes that stood out from the
descending hierarchical classification analysis of the interviews were used, and finally, the prototypical
analysis was used for the TALP on "sport", "leisure" and "public policies of sport and leisure ” articulated
with the word clouds. Results: it was evident that the BNR have their discretion in the daily life of the
PEB, evidencing a social representation of the PEB based on the understanding that children should
receive activities aimed at sports manifestations of participation, training and education due to the
excessive number of children and adolescents in PEB, and for the social issues of the same, leaving
aside the performance sport. On the other hand, it is evident that the BNR do not have regular face-toface
meetings with its coordinator, but communication between the BNR takes place through media
channels, such as WhatsApp, with an exchange of information between the BNR that gives meaning to
the actions. It should be clarified that few meetings with the coordinator, that is, the institutional factor
does not influence the discretion of the BNR, however the individual and relational factors are what
influence the discretion of the BNR, giving meaning to the social representations of the BNR. Social
representations from the perspective of the structural approach on the inducing terms for sport have as
its central core "Health" and "Opportunity" and as a peripheral system "Discipline", the inducing term
leisure has as its central core "Rest", "Peace", "Family", "Relaxation" and "Joy" and as a peripheral
system to "Fun", "Play", "Relaxation", "Laughing", "Games" and "Happiness", there is a consensus
between the BNR on Leisure, finally a term inducing public policies for sport and leisure, presents as its
central core the “Obligation” and as a peripheral system “Politics”, “Investment”, “Competition” and
“Leisure”. Final considerations: with the study it was possible to identify that the BNR have a social
representation about the PEB, that the factors that influence their discretion are individual/personal and
relational factors and consequently impact the social representations of the BNR, the lack of financial
resources and the excessive number of children and adolescents was the big problem brought by the
BNR. And for further reflection and research is the challenge of understanding the social representations
of all BNR of SMESP's projects, events and actions. O presente trabalho tem por objetivo identificar as representações sociais dos burocratas de nível de
rua do projeto escola da bola do ano de 2019, da Secretaria Municipal de Esporte (SMESP) sobre
políticas públicas de esporte e lazer. Para alcançar o objetivo, apresenta-se uma revisão de literatura
sobre os conceitos que perpassam sobre representações sociais, burocratas de nível de rua (BNR),
fatores que influenciam sua discricionariedade, políticas públicas, esporte e lazer. Posteriormente
caracteriza-se a SMESP e destaca-se o projeto escola da bola (PEB) sendo uma política pública de
esporte e lazer (PPEL). O estudo foi desenvolvido em uma perspectiva interdisciplinar, com
características qualitativas e exploratórias. Para a coleta de dados, foram realizadas entrevistas com
onze BNR, todos vinculados à SMESP. A entrevista foi desenvolvida remotamente (dez BNR) e
presencialmente (um BNR), sendo composta por dois momentos: entrevista semiestruturada e técnica
de associação livre de palavras (TALP). Para a análise dos dados, optou-se pela utilização dos
pressupostos da Análise de Conteúdo e do auxílio do software Iramuteq. Para apresentação dos
resultados, foram utilizadas sete classes que se destacaram a partir da análise de classificação
hierárquica descendente das entrevistas, e pôr fim se utilizou da análise prototípica para a TALP sobre
“esporte”, “lazer” e “políticas públicas do esporte e lazer” articulado com as nuvens de palavras.
Resultados: ficou evidente que os BNR apresentam sua discricionariedade no cotidiano do PEB,
evidenciando uma representação social do PEB baseada no entendimento que as crianças devem
receber atividades voltadas para as manifestações esportivas de participação, formação e educacional
pelos motivos do excessivo número de crianças e adolescentes no PEB, e pelas questões sociais dos
mesmos, deixando de lado o esporte de rendimento. Em contrapartida evidencia-se que os BNR não
têm reuniões presenciais periódicas com seu coordenador, porém a comunicação entre os BNR ocorre
através de canais de mídia, como o WhatsApp, ocorrendo troca de informações entre os BNR que dá
sentido para as ações. Cabe esclarecer que poucas reuniões com o coordenador, ou seja, o fator
institucional não influencia na discricionariedade dos BNR, contudo os fatores individual/pessoais e
relacional é o que influência na discricionariedade dos BNR, dando sentido as representações sociais
dos BNR. As representações sociais sobre a ótica da abordagem estrutural sobre os termos indutores
para o esporte apresenta como núcleo central a “Saúde” e “Oportunidade” e como sistema periférico a
“Disciplina”, o termo indutor lazer apresenta como núcleo central o “Descanso”, “Paz”, “Família”,
“Descontração” e “Alegria” e como sistema periférico a “Diversão”, ‘Brincar”, “Relaxamento”, “Rir”,
“Jogos” e “Felicidade”, observa-se um consenso entre os BNR sobre o Lazer, por fim termo indutor
políticas públicas do esporte e lazer apresenta como núcleo central a “Obrigação” e como sistema
periférico “Política”, “Investimento”, “Competição” e “Lazer”. Considerações finais: com o estudo foi
possível identificar que os BNR apresentam uma representação social sobre o PEB, que os fatores que
influenciam sua discricionariedade são os fatores individual/pessoais e relacional e consequentemente
impactam as representações sociais dos BNR, a falta de recursos financeiros e o excessivo número de
crianças e adolescentes foi o grande problema trazido pelos BNR. E para novas reflexões e pesquisas
fica o desafio de compreender as representações sociais de todos os BNR dos projetos, eventos e
ações da SMESP.
