| dc.description | Para se descrever a responsabilidade civil ambiental do Poder Público na ocupação desordenada de Nova Conquista, Zona Leste de Manaus, foi utilizado o método fenomenológico e o monográfico. Destacou-se dois importantes tópicos: primeiro, os meios processuais colocados à disposição da sociedade, como a Ação Civil Pública e a Ação Popular, para se pleitear a recomposição da área afetada; segundo, a importância da participação do Ministério Público na proteção dos direitos difusos. Verificou-se, in loco, a extrema dificuldade em se proceder com a urbanização destes locais devido à falta de planejamento por parte dos órgãos responsáveis, assim como a dificuldade em se mensurar o dano e reestabelecer o status quo ante. Assim, sugeriu-se a facilitação na aquisição da casa própria por meio de programas habitacionais, e a promoção de uma efetiva reforma urbana na cidade de Manaus. THE STATE CIVIL ENVIRONMENTAL RESPONSIBILITY IN DISORDERLY OCCUPATION OF NOVA CONQUISTA, MANAUSAbstract: In order to describe the environmental liability of the government in the disorderly occupation of Nova Conquista, East Zone of Manaus, we used the phenomenological method and monographic method. Stood out two important topics: First, the procedural means placed at the disposal of society, such as Public Civil Action and the Popular Action, to claim the recovery of the affected area; second, the importance of involving the public prosecutor in the protection of diffuse rights. It was found, in locu, the extreme difficulty in proceeding with the urbanization of these sites due to lack of planning by the responsible agencies as well as the difficulty in measuring the damage and restore the status quo ante. Thus, it was suggested in facilitating home ownership through housing programs, and the promotion of an effective urban renewal in the city of Manaus.Keywords: Environmental Liability. Civil Action.
