La gestión de los territorios de interfase rural urbana. Una propuesta metodológica para orientar la política pública

Abstract

En los ámbitos rurales de frontera con la ciudad –de interfase rural-urbana- confluyen las dinámicas de expansión del capital agrario -a partir de la agriculturización y la intensificación agroproductiva-, y del capital inmobiliario -en base a la urbanización expandida y la competencia por el uso de la superficie agraria-. Se configuran así territorios heterogéneos, complejos y sumamente conflictivos. Su gestión, requiere conocer y comprender de manera acabada los procesos económicos y extraeconómicos que allí se desarrollan y las consecuencias sociales y ambientales que generan. Es posible dimensionar estos procesos y establecer gradaciones territoriales que permitan caracterizar la frontera rural-urbana e indagar en las controversias que allí ocurren. En las siguientes páginas se presenta la elaboración de un índice sintético que combina indicadores multidimensionales buscando reflejar las transformaciones de los espacios rurales cercanos a las grandes ciudades y su creciente multifuncionalidad. Se combinaron criterios cuanti-cualitativos para una caracterización más acabada del espacio analizado. Se trabajó con cuatro partidos localizados al noroeste del Gran Buenos Aires (Carmen de Areco, San Andrés de Giles, Luján y General Rodríguez), y con otros dos que operaron como testigo para los fenómenos estudiados (Pergamino y Pilar). Los resultados obtenidos muestran con mayor claridad en Luján y General Rodríguez la puja territorial por las dinámicas contrapuestas, siendo el caso de Luján el más conflictivo.

In the rural areas bordering the city –the rural-urban interface- converge the dynamics of expansion of agrarian capital -from agriculturalization and agro-productive intensification-, and real estate capital -based on expanded urbanization and competition for the use of the agrarian surface. Thus, heterogeneous, complex and highly conflictive territories are configured. Its management requires knowing and fully understanding the economic and extra-economic processes that take place there and the social and environmental consequences that they generate. It is possible to dimension these processes and establish territorial gradations that allow characterizing the rural-urban border and investigate the controversies that occur there. The following pages present the development of a synthetic index that combines multidimensional indicators seeking to reflect the transformations of rural spaces close to large cities and their increasing multifunctionality. Quanti-qualitative criteria were combined for a more complete characterization of the analyzed space. We worked with four parties located northwest of Greater Buenos Aires (Carmen de Areco, San Andrés de Giles, Luján and General Rodríguez), and with two others that operated as a witness for the phenomena studied (Pergamino and Pilar). The results obtained show more clearly in Luján and General Rodríguez the territorial bid for the opposing dynamics, the case of Luján being the most conflictive.
