dc.descriptionRESUMEN: Este artículo pretende identificar las políticas públicas orientadas al desarrollo de la vivienda desde el ordenamiento territorial en Colombia, en relación al mandato constitucional sobre la Vivienda Digna, artículo 51 de la Constitución Política de Colombia y como las entidades territoriales abordan políticas públicas asociadas a mitigar este fenómeno, Por esto, se realizará una revisión de normas asociadas en torno a las políticas de vivienda y como se conectan con los planes de ordenamiento territorial. Se concluye que, si bien el gobierno nacional establece estrategias para cerrar la brecha de la vivienda digna para la población colombiana, existen dos factores importantes que dificultan este propósito; estos son es la capacidad adquisitiva de la población, al igual que la transversalidad sobre las normas asociadas entre las entidades territoriales y el gobierno nacional.
dc.descriptionASTRACT: This article aims to identify the public policies oriented to the development of housing from the territorial ordering in Colombia, in relation to the constitutional mandate on Decent Housing, article 51 of the Political Constitution of Colombia and how the territorial entities address public policies associated with mitigating this phenomenon. For this reason, a review of associated regulations will be carried out regarding housing policies and how they are connected with land use plans. It is concluded that, although the national government establishes strategies to close the decent housing gap for the Colombian population, there are two important factors that hinder this purpose; These are the purchasing power of the population, as well as the transversality of the associated regulations between the territorial entities and the national government.
