The purpose of this study is to determine whether the current vehicle safety regulatory framework in Colombia is deficient or not, and if so, to identify the reasons that explain this deficiency. To achieve these objectives, the concept of vehicle safety was defined, the international regulations applicable to the subject were reviewed, different legal frameworks were analyzed, and the form and content of the current regulatory framework in Colombia were studied. As a result, it was observed that this
regulatory framework is deficient, and from there, some reasons that explain this deficiency were identified. In this sense, possible reasons were developed, such as: (i) lack of political will, (ii) industrial lobbying, and (iii) market phenomena.
Throughout the study, it was identified that Colombia has undertaken some initiatives to correct this situation, of which the most relevant so far is the ratification of one of the WP.29 agreements. However, there is still a long way to go to ensure that vehicle
safety regulation in Colombia contributes to achieving the goals of reducing road accidents set by the international community.
