Concepciones de ciudadan?a en la reforma educativa liberal de 1870

Este documento muestra los resultados del estudio que se adelant?, para develar el impacto de la reforma escolar liberal: Decreto Org?nico de Instrucci?n P?blica (DOIP), en el ?mbito social y pol?tico del contexto colombiano entre los a?os 1870 y 1876; a trav?s del an?lisis del corpus documental de las investigaciones que han analizado el DOIP. As? como tambi?n caracterizar el estatus ciudadano y, por ende, el car?cter de la democracia que pretend?an generar en Colombia las ?lites pol?ticas, a trav?s del sistema escolar.
Para ello la presente monograf?a hace un an?lisis de la historiograf?a que aborda la educaci?n colombiana en la primera mitad del siglo XIX, desde la ?poca de la Independencia hasta la constituci?n pol?tica de Rionegro (a?o de 1863), puntualizando en los prop?sitos que pretend?an alcanzar las mismas reformas educativas en los contextos particulares del pa?s en dicho siglo. Al igual, se puntualiza en los retos socio-culturales y productivos que afrontaba la reforma educativa liberal Decreto Org?nico de Instrucci?n P?blica (1870), de cara a las pretensiones liberales en torno a esta reforma.
En la monograf?a se precisan los aspectos hist?ricos que llevaron al fracaso de la reforma liberal (Decreto Org?nico de Instrucci?n P?blica). An?lisis en el que denota que el conflicto en torno a la cuesti?n religiosa y el car?cter asumido por el sistema de instrucci?n p?blica, gener? una amplia discusi?n pol?tica en torno a la educaci?n, sus valores, sus responsables y sobre las ciudadan?as que deb?a generar frente a los retos que ten?a el pa?s. Este aspecto oblig? a las ?lites pol?ticas colombianas a concebir modelos educativos, de acuerdo a sus concepciones culturales y los modelos de Desarrollo que conceb?an para la Naci?n. This document shows the results of the study that was carried out to reveal the impact of the liberal school reform: Organic Decree of Public Instruction (DOIP), in the social and political sphere of the Colombian context between the years 1870 and 1876; through the analysis of the documentary corpus of the investigations that have analyzed the DOIP. As well as characterizing the citizen status and, therefore, the character of democracy that political elites seek to generate in Colombia, through the school system. To do this, this monograph analyzes the historiography that addresses Colombian education in the first half of the 19th century, from the Independence years to the political constitution of Rionegro (year of 1863), pointing out the moments they seek to achieve the same educational reforms in the particular contexts of the country in that century. Likewise, it highlights the socio-cultural and productive challenges faced by the liberal educational reform Organic Decree of Public Instruction (1870), facing the liberal claims surrounding this reform. The monograph specifies the historical aspects that conducted the failure of the liberal reform (Organic Decree of Public Instruction). Analysis in which it denotes that the conflict around the religious question and the character assumed by the public education system, generates a broad political discussion on education, its values, those responsible and on the citizenships that are generated in the face of challenges that the country had. This aspect forces Colombian political elites to conceive educational models, according to their cultural conceptions and the Development models that they conceive for the Nation.
