Principio de progresividad vs sostenibilidad financiera en los servicios sociales complementarios: Un enfoque constitucional

Recurso Electr?nico La seguridad social integral representa una de las manifestaciones propias del Estado Social de Derecho, para su aplicaci?n, el Legislador ha determinado que servicios sociales complementarios tales como: los programas de atenci?n al adulto mayor, el subsidio familiar y el subsidio al desempleo; sean dirigidos a la totalidad de la poblaci?n, sin distinguir su condici?n de afiliado, beneficiario o de usuario. Su aplicaci?n amerita que el Estado cuente con una econom?a sana, capaz de solventar fiscalmente la carga que representa el gasto social como erogaci?n prioritaria en el gasto p?blico.
Surge entonces la presente investigaci?n, donde adem?s de ahondar en aspectos te?ricos, conceptuales y legales inherentes al principio de progresividad en los servicios sociales complementarios; se enfoca en establecer un an?lisis jurisprudencial y doctrinal cr?tico, que permita comprender la relaci?n existente entre dicho principio y el de sostenibilidad financiera estatal, en materia de decisiones judiciales dirigidas a personas que se encuentran en condiciones de debilidad, las cuales ameritan atenci?n especial. This raises the current investigation, which also delving into theoretical, conceptual and legal aspects that describe the problem; the purpose focuses on establishing a jurisprudential and doctrinal analysis critical for understanding the relationship between the principles of progressivity and financial sustainability state, in legal decisions aimed at people who are in a position of weakness, which merit special attention .
