Ineficacia del plan de retorno y reubicaciones de la población en condición de desplazamiento forzado del corregimiento de Guáimaro Magdalena

Abstract

Con la elaboración de este ensayo, se pretendió hacer un análisis sobre las medidas de retorno y reubicación de las víctimas del Conflicto colombiano y más específicamente en el corregimiento de Guáimaro Magdalena, quienes a pesar de estar inmersos en el marco de la justicia transicional y después de más de diez años, se podría decir que están a mitad del camino. El ensayo comienza conceptualizando la víctima, seguidamente se hará un bosquejo del Municipio, se analizaran las medidas contempladas dentro del plan de retorno y reubicaciones, y por último, este escrito concluirá que, el plan de retorno y reubicaciones para el corregimiento de Guáimaro Magdalena ha sido ineficaz y que es una de las debilidades más importantes que la justicia transicional en Colombia debe abordar.

With the elaboration of this essay, it was intended to make an analysis of the measures of return and relocation of the victims of the Colombian Conflict and more specifically in the district of Guáimaro Magdalena, who despite being immersed in the framework of transitional justice and later of more than ten years, it could be said that they are halfway there. The essay begins by conceptualizing the victim, then a sketch of the Municipality will be made, the measures contemplated within the return and relocation plan will be analyzed, and finally, this writing will conclude that the return and relocation plan for the district of Guáimaro Magdalena has been ineffective and that it is one of the most important weaknesses that transitional justice in Colombia must address
