Incidencia de la economía subterránea en la ciudad de Cúcuta

Con el pasar del tiempo las preocupaciones asociadas con actividades informales en el contexto comercial del mundo comenzaron a ser protagonistas, ya que su aumento paulatino llevo a que la dinámica económica y social cambiara drásticamente en países de desarrollo como los latinoamericanos, en donde diversos estudios asociados con la economía en transición han dado cabida al termino informal, siendo este uno de los primeros conceptos en surgir, haga referencia, en la mayoría de los casos, a la producción en pequeña escala o a actividades artesanales que se llevan a cabo principalmente en los países en desarrollo, dando cabida al segundo término y más relevante de este proyecto el cual es economía “subterránea” siendo este último asociado de forma directa con la evasión de impuestos (Arango et al., 2006).
Lo cual deja entre ver que existen algunos determinantes para la economía subterránea son; los impuestos, la inflación, los salarios, el gobierno, el desempleo son características que para América Latina traen circunstancias difíciles para la creación de negocios como permisos, licencias, documentos, parafiscales, altos impuestos a la renta y a las ventas, lo cual hace crecer la informalidad; es el caso de Perú y Venezuela, donde, ya para fines del siglo pasado, la informalidad representaba el 60 y 50% del PIB, respectivamente (Gómez, 2007). Cabe mencionar que la economía subterránea o ilegal intercede en la economía monetaria debido a que compone un ingreso de divisas y transacciones monetarias, logrando entran a formar parte de la corriente monetaria nacional (La opinión, 2021). Por lo tanto, es importante generar estudios que permitan clarificar la situación en torno a la problemática que se efectúa en la ciudad de Cúcuta, se resalta que, aunque son pocos los estudios referidos, es significativo poder analizar y efecto que posee esta economía. Por medio de las estadísticas del problema en este caso la economía subterránea y el impacto que esta ejerce sobre el desarrollo económico se pretende delimitar y visibilizar el problema para tomar medidas que actúen beneficio de la población, lo cual lleva a que se plantee siguiente pregunta problema ¿Cuál es la incidencia de las economías subterráneas en la actividad comercial de la ciudad de Cúcuta?
Es por esto que el presente proyecto de investigación pretendió analizar el efecto de la economía subterránea en la actividad comercial de la ciudad de Cúcuta, de acuerdo con la justificación teórica el desconocimiento de esta problemática es muy visible en Norte de Santander, por lo tanto, a nivel teórico este proyecto de investigación permitirá generar bases teóricas, puesto que, no hay investigaciones al respecto en concreto, que estudien las variables o categorías mencionadas. Por otra parte, en cuanto a la justificación práctica este proyecto pretende generar estrategias de afrontamiento, de la misma forma, las personas lograrán obtener un buen desempeño en términos de afectación nacional. Ya que es el factor en donde se busca estabilizar el ciclo de la economía registrada. De la misma forma, se pretende generar líneas de acción que van dirigidas a conseguir la disminución de este tipo de problemática que día a día afrontan la ciudad, puesto que las actividades de la economía subterránea existen por la evasión de impuestos (Álvarez, 2021).
Es por esto que para poder desarrollar la propuesta de investigación fue necesario partir de un tipo de investigación de tipo descriptivo de enfoque cuantitativo ya que tiene como principal fin el recolectar datos o componentes sobre diferentes aspectos de la informalidad y demás economías subterráneas de la ciudad, partiendo de la percepción que tiene la población en general, bajo un muestreo dirigido en donde la población estará conformada por 30 trabajadores informales de la ciudad de Cúcuta, a los cuales se les aplico un cuestionario en donde los resultados más relevantes dejaron entre ver que el 53% de los encuestados respondieron que definitivamente si es importante el comercio informal para la ciudad de Cúcuta, el 29% que probablemente si, el 16% que probablemente no y un 2% que definitivamente no, lo cual se complementó con que el 40% acepta comprar probablemente de manera consciente productos de contrabando, el 21% acepta que compra productos de contrabando, el 22% probablemente no y el 17% definitivamente no.
Lo cual permitió tener como conclusiones que las economías subterráneas en la ciudad de Cúcuta bajo los criterios de informalidad y contrabando muestran el grado de aceptación que tienen estos dos indicadores con respecto al comportamiento normal de cada una de las personas dentro la ciudad, esto quiere decir que las personas aceptan y normalizan el funcionamiento de estas economías para el proceso productivo de la ciudad, permitiendo así que los cimientos de la economía local la informalidad es más complicado que cualquier acción que ejecute el estado para aminorar el impacto de esta sea ineficaz e insuficiente, pues la población no acepta otra manera de desarrollarse diferente a la conocida. Therefore, it is important to generate studies that allow clarifying the situation around the problem that is carried out in the city of Cucuta, it is highlighted that, although there are few referred studies, it is significant to be able to analyze and effect that this economy has. Through the statistics of the problem, in this case the underground economy and the impact it has on economic development, it is intended to delimit and make visible the problem in order to take measures that benefit the population, which leads to the following problem question being posed. What is the incidence of underground economies in the commercial activity of the city of Cucuta?
That is why this research project intended to analyze the effect of the underground economy on the commercial activity of the city of Cucuta, according to the theoretical justification the ignorance of this problem is very visible in Norte de Santander, therefore, At a theoretical level, this research project will allow the generation of theoretical bases, since there are no specific investigations in this regard that study the variables or categories mentioned. On the other hand, in terms of practical justification, this project aims to generate coping strategies, in the same way, people will achieve good performance in terms of national affectation. Since it is the factor where the cycle of the registered economy is sought to be stabilized. In the same
way, it is intended to generate lines of action that are aimed at reducing this type of problem that the city faces every day, since the activities of the underground economy exist due to tax evasion (Alvarez, 2021).
That is why in order to develop the research proposal it was necessary to start from a type of research of a descriptive type with a quantitative approach since its main purpose is to collect data or components on different aspects of informality and other underground economies of the city, Starting from the perception that the population in general has, under a directed sampling where the population will be made up of 30 informal workers from the city of Cucuta, to whom a questionnaire was applied where the most relevant results left between seeing that the 53% of those surveyed answered that informal trade is definitely important for the city of Cucuta, 29% probably yes, 16% probably not and 2% definitely not, which was complemented by the fact that 40% They probably knowingly agree to buy contraband, 21% agree that they buy contraband, 22% probably do not and 17% definitely do not.
Which allowed us to conclude that the underground economies in the city of Cucuta under the criteria of informality and smuggling show the degree of acceptance that these two indicators have with respect to the normal behavior of each one of the people within the city, this means that people accept and normalize the functioning of these economies for the productive process of the city, thus allowing the foundations of the local economy informality is more complicated than any action carried out by the state to lessen its impact is ineffective and insufficient , since the population does not accept another way of developing different from the known one.
